Gürol Sami Özer, Deputy General Manager of Türkiye Sigorta, who was detained within the scope of the fund investigation conducted into transactions carried out in capital markets, has been arrested. Former General Manager of Türkiye Sigorta and Türkiye Hayat Emeklilik Taha Çakmak had also been arrested earlier in the same investigation.
The fund investigation conducted by the Istanbul Chief Public Prosecutor's Office into transactions carried out in the capital markets is ongoing.
Gürol Sami Özer, Deputy General Manager of Türkiye Sigorta, who was detained within the scope of the investigation, was taken to the Istanbul Courthouse after a health check. Özer, whose statement was taken at the prosecutor's office, was referred to the on-duty criminal judgeship of peace with a request for arrest. The judgeship decided to arrest Özer.
FORMER GENERAL MANAGER HAD ALSO BEEN ARRESTED
Taha Çakmak, who resigned as of October 15 from the General Manager position of Türkiye Sigorta and Türkiye Hayat Emeklilik, had previously been detained and released under judicial control conditions. Çakmak, who was later detained again in the same investigation, was arrested together with 15 suspects including İnan Altınbaş, a manager of Altınbaş Holding. Seven suspects were released under judicial control conditions.
“RECEIVED 1 MILLION DOLLARS IN CASH” ALLEGATION
According to information obtained from judicial sources, it was alleged that Çakmak transferred large amounts of money from Türkiye Sigorta's deposits to Tera-linked funds in order to make a profit. It was alleged that Çakmak received 1 million dollars in cash from the Tera group in exchange for depositing the company's money into the fund. It was also claimed that Türkiye Hayat Emeklilik transferred 100 million lira to the Tera fund and that Çakmak was responsible for keeping this money in the fund.
WHO IS GÜROL SAMİ ÖZER?
Gürol Sami Özer, Deputy General Manager of Türkiye Sigorta, graduated from Robert College in 1995 and then completed his undergraduate education at Boğaziçi University Faculty of Business Administration in 1999. In 2008, Özer completed his master's degree in the MBA program at Bilgi University.
Özer began his professional career in 1999 as a Management Trainee at Körfezbank A.Ş.; between 1999 and 2000, he worked as a specialist in Körfezbank's Treasury department, and between 2001 and 2008, he held the titles of Senior Treasury Specialist, Deputy Treasury Manager, and Treasury Director at Calyon Bank Türk A.Ş.
Between 2009 and 2014, he continued his role as Manager of the Trading and Derivative Instruments Department at Denizbank A.Ş.
In 2015, he started at Vakıf Emeklilik as Manager of the Fund Management and Economic Research Department, and since 2020 he continued his role as Director of Fund Management & Economic Research at Türkiye Sigorta and Türkiye Hayat Emeklilik A.Ş.
As of May 15, 2025, Özer had been appointed Deputy General Manager of Treasury and Pension Operations.
