The details of the investigation into the 'City Consensus' operation, in which 10 suspects were captured and referred to the peace criminal court with a request for arrest, have emerged.
The Istanbul Chief Public Prosecutor's Office's Terror Crimes Investigation Bureau is continuing the investigation regarding the instruction to infiltrate members of the terrorist organization PKK/KCK into metropolitan municipalities under the "City Consensus" identified as being managed by the organization. In the investigation regarding the placement of 10 suspects in the municipalities, including the Deputy Mayors of Kartal and Ataşehir, the suspects were referred to the Peace Criminal Court with a request for arrest. In the referral letter from the prosecutor's office, it was stated that among the 313 people that Kartal Deputy Mayor Cemalettin Yüksel was in contact with, 6 had call records, and 8 were in prison. It was determined that the suspect was part of a messaging application group named 'HDP 1st Region Districts', and was also a participant in other groups where organizational shares were made.
DOCUMENTS WRITTEN IN COMMEMORATION OF THE KOBANI EVENTS WERE SEIZED
In the documents seized during the search of suspect Yüksel's house, it was found that handwritten notes contained information about the call of the HDP Central Executive Committee, stating that supporters of the terrorist organization PKK/PYD/YPG set up barricades and conducted roadblocks in many provinces and districts, especially in the Eastern and Southeastern provinces, under the pretext of the events in Ayn al-Arab (Kobani) on October 6-7-8, 2014. It was also noted that the organization's supporters caused damage to public buildings, citizens' homes, workplaces, and vehicles with long-barreled weapons, Molotov cocktails, fireworks, stones, and sticks, resulting in the martyrdom of 2 police officers and the deaths of a total of 35 people, with 761 injured, including 435 civilians and 326 security personnel.
THE AIM WAS TO INCREASE THE ORGANIZATION'S FIELD POWER
The referral letter indicated that many suspects, including Ataşehir Deputy Mayor Livan Gür, were in contact with individuals who had call records. It was stated that a new structure was formed under the name KCK/TDÖ (Turkey Democratic Organization), and that 10 suspects were placed in various district municipalities in line with the instruction to infiltrate members of the terrorist organization into metropolitan municipalities, known to the public as "City Consensus," which was articulated by KCK executive committee member Duran Kalkan before the 2024 local elections. It was reported that they aimed to support the organization's financial structure using the municipalities' resources and to increase the field power of the organization through a joint and organized plan.
THEY WERE PLACED IN CRITICAL POSITIONS IN DISTRICT MUNICIPALITIES
The referral letter stated that the suspects were members of the Peoples' Democratic Congress (HDK), which is a legal-looking front organization and an alternative assembly to the Turkish Grand National Assembly (TBMM). It was noted that HDK members were infiltrated into critical points in metropolitan municipalities through the 'city consensus' model, in coordination with HDK's activities in the social field, and that the political attitudes and behaviors of the suspects were shaped accordingly and under the instructions of high-level organizational leaders. Furthermore, it was recorded that the suspects were placed in critical positions in district municipalities, thereby establishing an organic link with the armed terrorist organization and carrying out actions that ensure continuity within the hierarchical structure of the organization.
