Lavrov recalled that Russian President Vladimir Putin ordered senior Russian officials to prepare proposals for possible nuclear weapon tests on Wednesday, November 5, stating that preparations are ongoing and the results will be shared with the public.

The Russian Foreign Minister also referred to U.S. President Donald Trump's directive to the U.S. Department of Defense (Pentagon) to continue nuclear tests. Lavrov stated, "No explanation has been provided to Russia through diplomatic channels from the U.S. regarding the directive."

Lavrov said, "It is unclear whether the issue is related to the testing of nuclear carriers or subcritical tests, or whether President Trump meant full-scale nuclear tests. The statements made by Washington representatives to the public indicate that they do not have a common understanding of what President Trump meant."

WHAT HAPPENED?

In a press conference on October 31, Trump answered questions regarding his previous social media post about nuclear tests. Trump, recalling that the U.S. has not conducted an underground nuclear explosion since 1992, responded to a journalist's question about whether the U.S. had decided to continue these tests by saying, "You will find out very soon. We will conduct some tests. Other countries are doing it. If they are doing it, we will do it too." Trump avoided giving details about the scope or location of the tests, stating that he had instructed the Pentagon to begin nuclear tests and added, "I know exactly what we are doing, where we are doing it, but I will not say anything yet."

Putin stated on November 5 that Russia has always adhered to its obligations under the Comprehensive Nuclear-Test-Ban Treaty, but if the U.S. or any nuclear power conducts such a test, Russia will respond in kind. Russian Defense Minister Andrei Belousov also mentioned that Russia's test site in Novaya Zemlya could host nuclear weapon tests in a short time.
