With the new regulation of the Ministry of Family and Social Services, the main age limit for admission to nursing homes has been raised to 70. It was announced that citizens aged 60-70 will only be admitted if they are partially or fully dependent. Under the new regulation, a risk-based priority system and a four-tier care model will be implemented in elderly care services.

The "Regulation on Nursing Homes and Nursing Home Elderly Care and Rehabilitation Centers," prepared by the Ministry of Family and Social Services, has set the main age limit for admission to nursing homes in elderly care services as 70 and above.

From the Ministry's social media account, details of the "Regulation on Nursing Homes and Nursing Home Elderly Care and Rehabilitation Centers," published in the Official Gazette today under the title "New era in elderly care services," were shared.

In the statement, it was noted that with the new regulations, elderly care services will achieve a holistic and standardized structure across 81 provinces, and service models differentiated according to care needs will be effectively implemented.

It was recorded that steps have been taken to use public resources more efficiently and to ensure fast and prioritized access to services for elderly individuals in need.

CHANGE IN THE ADMISSION PROCESS FOR NURSING HOMES

With the regulation, it was stated that the framework of elderly care services has been arranged in line with changing needs, and changes have been made to make the current system more effective, sustainable, and needs-oriented.

In the statement, it was reported that the age criterion in the admission process for nursing homes has been renewed, with the main age limit set as 70 and above, and that citizens between the ages of 60 and 70 are expected to be admitted only if they are partially or fully dependent.

In the statement, it was emphasized that with the "risk-based prioritization system" introduced for access to institutional care, elderly individuals who are neglected, abused, or without access to care will be able to reach services faster and with priority.

"GRADED CARE MODEL" PREPARED

It was noted that a "graded care model" has been prepared in line with the needs levels of citizens.

It was stated that a four-tier service structure has been established, and the models of "independent living," "supervised living," "professional supported care," and "advanced/severe care" will be implemented.

In the statement, it was conveyed that the titles of "occupational therapist" and "gerontologist" have been included in service delivery, and the personnel structure and job descriptions have been rearranged.

In the statement, it was announced that standards regarding the physical and technical infrastructure of institutions have been updated, and steps to strengthen accessibility and safety have been taken.

In the statement, it was noted that individuals who apply for institutional care and are deemed suitable will be directed primarily to day care and active living models, thereby balancing the demand for institutional care.

On the other hand, it was stated that the Rest and Care Homes of the General Directorate of the Pension Fund, transferred to the Ministry, have been brought under a single roof with the new regulation.
