New era in the deposit system! The 1 lira rule has changed, earnings have decreased.

A new regulation has been introduced in the Deposit-Bearing Packaging (DBP) System, which came into effect on July 1 across Turkey. The incentive fee of 1 TL for bulk returns exceeding 200 units per day has been reduced to 50 kuruş.

Under the coordination of the Ministry of Environment, Urbanization and Climate Change, the return rules for the DOA application carried out by the Turkish Environment Agency (TÜÇA) have been updated for citizens who collect high amounts of packaging.

NEW TARIFF FOR INDIVIDUAL BULK RETURNS

In the system where millions of packaging items are collected, incentive fees will be applied as follows based on the return method:

Standard Return (DOA Machines): For returns of up to 200 packaging items per day, the current practice will not change. Citizens will continue to receive an incentive of 1 TL per packaging item through deposit return machines.

Bulk Return (Counting and Verification Centers): Those who collect high amounts (more than 200) of beverage packaging with the DOA logo can process their returns by delivering them to Counting and Verification Centers. For individual bulk returns made through these centers, the incentive fee will be applied as 50 kuruş per packaging item.

33 MILLION PACKAGING ITEMS COLLECTED IN 17 DAYS

Minister of Environment, Urbanization and Climate Change Murat Kurum shared data for the first 17 days of the system, emphasizing that the environmental mobilization is growing rapidly. Minister Kurum made the following statements about the process:

"We have collected 33 million packaging items since July 1. Over 2 million of our citizens have registered with DOA. We are protecting our resources and jointly taking ownership of the future."

PROVINCES WITH THE MOST PACKAGING COLLECTED

In the first 17 days the system was active, a total of 33,333,990 beverage packaging items were collected and recycled across Turkey.

The top 5 provinces with the most packaging collected and their collection numbers are as follows:

  • Istanbul 2,760,802
  • Denizli 1,332,752
  • Sakarya 1,260,888
  • Ankara 1,225,795
  • Bursa 1,200,501

Meanwhile, the Ministry also shared current data from Sakarya, where the DOA system was launched as a pilot province in February 2025. It was announced that the total number of packaging items collected since the start of the application in Sakarya has reached 92,538,888.
