With the new omnibus bill set to be brought to the agenda of the General Assembly of the Parliament; the use of logos, emblems, or any visuals evoking alcoholic beverage brands on cabinets, shelves, and display cases will be completely prohibited, and cross-brand usage between fermented and distilled drinks such as beer and raki will be prevented. Additionally, authority to impose penalties for violations of the sales ban between 22:00 and 06:00 will be delegated to governors and district governors.
The Grand National Assembly of Turkey (GNAT) convenes on Tuesday, June 2, after a 10-day recess, to discuss a critical omnibus bill. The proposed law, titled "Law on Amendments to the Soil Protection and Land Use Law, the Rice Law, and Certain Laws," introduces far-reaching changes regarding the sale, advertising, and branding of alcoholic beverages, as well as the protection of agricultural lands.
The General Assembly of the Parliament begins its intensive weekly agenda with a radical bill closely concerning the alcohol and agriculture sectors. The omnibus bill, closely monitored by industry representatives and tradespeople, is expected to pass shortly after discussions begin on Tuesday. The most debated and notable provision of the bill is the new restrictions imposed on alcoholic beverage producers.
VISIBILITY OF ALCOHOL BRANDS COMPLETELY ENDS
Under the new bill, the visibility of alcoholic beverage producers, importers, and marketers will be almost entirely eliminated. According to the anticipated provisions:
- Companies that produce, import, or market alcoholic beverages will see restrictions on the use of their names, brands, logos, emblems, and any words, shapes, images, or letters that evoke these elements.
- These identifiers will be strictly prohibited inside and outside workplaces, in display windows, on sales units (such as shelves and racks), and in any event areas.
BEER BRAND CANNOT BE USED FOR RAKI
The regulation also sets limits on marketing and branding strategies in the alcohol sector. Under the new rules, a fermented alcoholic beverage brand (such as beer or wine) cannot be used as a distilled alcoholic beverage brand (such as raki, whiskey, or vodka). Similarly, a distilled beverage brand cannot be registered or marketed as a fermented beverage brand. This will completely prevent brand crossover.
AUTHORITY FOR 22:00 BAN PENALTIES GIVEN TO GOVERNORS AND DISTRICT GOVERNORS
A significant bureaucratic change is being made to the enforcement and penalty mechanism for the nationwide ban on alcoholic beverage sales between 22:00 and 06:00. If the new omnibus bill is approved, the authority to impose penal sanctions on businesses violating the rule during these hours will be directly transferred to local administrative authorities (governors and district governors).
AGRICULTURAL LANDS CLOSED TO COOPERATIVES
The omnibus bill is not limited to alcohol regulations. Another key provision of the week completely prohibits housing cooperatives from acquiring ownership or establishing limited real rights over agricultural lands. This move aims to prevent the subdivision and misuse of agricultural areas through cooperatives.
