In an operation conducted upon the detection of irregularities in the work and transactions related to 6 tenders at IBB, 12 suspects were detained. In a new operation carried out within the scope of an investigation initiated into the approval of irregular occupancy permits in construction sites within the responsibility area of Üsküdar Municipality and allegations of obtaining benefits, 7 people were detained. The processing of 19 people detained in the two operations continues.
New operations were conducted against the Istanbul Metropolitan Municipality and the Uskudar Municipality. A total of 19 people were detained in the operations.
TENDER OPERATION AGAINST IMM
It was determined that irregularities were made in the work and transactions related to a total of 6 tenders carried out by the Istanbul Metropolitan Municipality Directorate of Road Maintenance and Infrastructure Coordination European Side Road Maintenance and Repair Branch Directorate and the Information Technologies Department Electronic Systems Directorate.
As a result of studies carried out by the Istanbul Police Department Financial Crimes Branch Directorate in coordination with the Istanbul Chief Public Prosecutor's Office, it was understood from the expert report prepared that the work and transactions related to a total of 6 tenders carried out by the Istanbul Metropolitan Municipality Directorate of Road Maintenance and Infrastructure Coordination European Side Road Maintenance and Repair Branch Directorate and the Information Technologies Department Electronic Systems Directorate were irregular. It was understood from the expert report that the tender authorities and the companies that won the tenders were responsible.
12 PEOPLE DETAINED
In a simultaneous operation organized on May 15, 2026, centered in Istanbul and covering the provinces of Kırklareli and Trabzon, a total of 3 provinces, targeting the apprehension of suspect individuals, 12 suspect individuals were captured and detained.
Studies regarding the matter continue.
2ND WAVE OPERATION AGAINST USKUDAR MUNICIPALITY
Within the scope of the investigation initiated by the Istanbul Anatolian Chief Public Prosecutor's Office, a 2nd wave operation was organized against the Uskudar Municipality.
7 PEOPLE DETAINED
It was reported that within the scope of the investigation initiated on the allegation of 'approval of occupancy procedures for structures contrary to procedure and procurement of benefits' in constructions within the municipality's area of responsibility, 7 people were detained.
STATEMENT FROM THE CHIEF PUBLIC PROSECUTOR'S OFFICE
In the statement made by the Istanbul Anatolian Chief Public Prosecutor's Office regarding the operation, the following was noted:
"In the studies conducted by the Istanbul Police Department Financial Crimes Branch Directorate, in coordination with the Anatolian Chief Public Prosecutor's Office, regarding the crime of extortion;
It has been understood that in occupancy permit applications for constructions within the Uskudar municipality's area of responsibility, financial benefits were demanded from contractors and project followers on the grounds of non-compliance with the project, that these demands were determined as a result of evaluations involving senior managers, that occupancy procedures for structures contrary to procedure were approved, and that the procurement of benefits was provided in cash, through company accounts, and via different channels.
In the '2nd Wave' operation organized on 15.05.2026 for the apprehension of suspect individuals, 7 suspect individuals were captured and detained.
Investigation procedures carried out within the scope of the operation regarding the matter continue."
