The leader of the CHP, Özgür Özel, announced after the cancellation of his party's Istanbul Provincial Congress that Gürsel Tekin, who was temporarily appointed as the Istanbul Provincial Chair by court order, has been expelled from the CHP. Tekin, who reacted to the decision, stated, "I do not accept this. You cannot expel me without asking me, without taking my statement, and without allowing me to defend myself."

On October 8, 2023, the Istanbul 45th Civil Court decided to annul the CHP Istanbul Provincial Congress and ruled for the dismissal of Provincial Chairman Özgür Çelik and the current administration. It was decided to temporarily suspend the duties of 196 delegates, and the ongoing congress process was also halted. A committee consisting of Gürsel Tekin, Zeki Şen, Hasan Babacan, Müjdat Gürbüz, and Erkan Narsap was temporarily appointed to the CHP Istanbul Provincial Presidency.
