A new era has begun in healthcare. With the regulation published in the Official Gazette, informed consent obtained from patients before surgery, anesthesia, and other medical interventions can now also be given electronically. Citizens will be able to review the consent forms via e-Nabız or complete their transactions with a one-time password sent to their mobile phones. Records regarding consents given electronically can also be viewed via e-Nabız.
The regulation enabling informed consent taken before medical interventions in healthcare services to also be obtained electronically entered into force after being published in the Official Gazette.
CAN BE DECLARED THROUGH E-NABIZ
Within the scope of digitalization in healthcare services, the 'Regulation on Obtaining Informed Consent Electronically' was published in the Official Gazette. According to the legislation, obtaining an informed consent form from patients before medical interventions, particularly major surgical operations, interventional procedures, anesthesia and sedation applications, is mandatory. With the new regulation, consent procedures that have been carried out on paper and with wet signatures until today will also be able to be performed electronically. Citizens will be able to review the forms presented to them before the medical intervention through their e-Nabız accounts and declare their consent electronically. Before the procedure, the identities of the patient and the healthcare professional conducting the informed consent process will be verified.
CAN ALSO BE GIVEN WITH A ONE-TIME PASSWORD
Under the regulation, citizens will also be able to give their informed consent with a one-time password sent to their verified mobile phones. Citizens who have difficulty using digital systems or need support due to their health condition or disability will be able to complete their transactions by transmitting the verification code sent to their mobile phones to the authorized personnel at the healthcare facility. The patient's consent statement will be obtained by entering the code into the relevant health information system. During this process, the identity verification of the patient and the relevant healthcare professional will be performed.
"THE PATIENT MAKES A DECISION WITH FREE WILL" PRINCIPLE WILL BE PRESERVED
Informed consent forms obtained electronically will be transferred to the Ministry of Health's central data recording system and made accessible to citizens via e-Nabız. Thus, citizens will be able to access the records regarding the consents they have given electronically through their e-Nabız accounts. Under the regulation, the principles that the patient is informed adequately, clearly and in a timely manner before the medical intervention and makes a decision with free will will be preserved.
