While the 2027 budget negotiations continue in the Grand National Assembly of Turkey (TBMM), preparations have also accelerated for new legal regulations concerning millions of citizens. Alongside a regulation envisaging the cancellation of General Health Insurance (GSS) premium debts of approximately 1 million people, work is underway on bills concerning alimony, divorce, smoking bans and food supplements. The Blue Homeland regulation covering Turkey's maritime jurisdiction areas is also expected to come onto Parliament's agenda after the budget negotiations.
BUDGET WORK IN PARLIAMENT HAS BEGUN
Negotiations on the 2027 budget proposal began in the TBMM Plan and Budget Committee on October 21. Following the committee negotiations, planned to last about a month, the budget bill will come to the General Assembly.
While the budget negotiations are aimed to be completed by the end of December, work in Parliament on new bills is also being carried out simultaneously.
In particular, regulations to be prepared in the fields of social security, family law, public health and energy are expected to be taken onto the agenda after the budget calendar is completed.
GSS DEBTS OF 1 MILLION PEOPLE TO BE CANCELLED
One of the most notable articles of the omnibus bill whose preparations are ongoing will be the regulation concerning General Health Insurance premium debts.
Under the GSS scheme, implemented so that citizens without any social security can benefit from health services, it is planned to cancel the accumulated debts of people who cannot pay their premiums.
The regulation, expected to concern approximately 1 million people, will be based on a 10-year statute of limitations. Within this scope, premium debts that have become time-barred are envisaged to be cancelled.
The scope of the regulation and which periods' debts it will cover will become clear when the proposal is submitted to Parliament.
PREPARATION FOR A NEW ERA IN ALIMONY AND DIVORCE
Another important regulation expected to come onto Parliament's agenda will be the 13th Judicial Package.
Work continues on the package, which is planned to include various changes regarding divorce cases, alimony practices and family law.
The regulation, which will especially reconsider current practices related to family law, is expected to be submitted to the TBMM before the end of the year.
The final content of the package will become clear after preparations are completed.
NEW REGULATION FOR SMOKING BANS AND FOOD SUPPLEMENTS
Regulations concerning public health are also among the agenda items of Parliament in the upcoming period.
While work continues on the bill containing new provisions on smoking bans, it is planned to also include regulations on food supplements in the same bill.
Preparations on both topics are envisaged to be brought onto Parliament's agenda after the completion of the budget negotiations.
PREPARATION OF AN OMNIBUS LAW FOR RENEWABLE ENERGY
The Ministry of Energy and Natural Resources is also working on a new legal regulation concerning renewable energy sources.
The changes to be prepared in line with the Constitutional Court's annulment decisions are planned to be added to the omnibus bill.
With the regulation, some legal provisions in the field of renewable energy are expected to be reconsidered.
END APPROACHING FOR THE BLUE HOMELAND REGULATION
Work also continues on the Draft Law on Turkish Maritime Jurisdiction Areas, which aims to secure Turkey's rights and interests in its maritime jurisdiction areas.
It is stated that the technical preparations for the regulation called Blue Homeland have reached the completion stage.
According to information provided by officials, technical measurements regarding maritime jurisdiction areas have been carried out and the opinions of the relevant ministries have been formed.
It is stated that after the preparations are turned into a written legal text, the regulation may be submitted to the TBMM after the budget negotiations.
INTENSE LEGISLATIVE TRAFFIC AFTER BUDGET NEGOTIATIONS
The budget marathon that began in the TBMM on October 21 is aimed to be completed by the end of December.
During this process, the GSS premium debts, the 13th Judicial Package, smoking bans, food supplements, renewable energy and Blue Homeland regulations, whose preparations are ongoing, are expected to be among Parliament's important agenda items in the upcoming period.
The exact scope and effective dates of the bills will become clear after they are submitted to Parliament and the legislative process is completed.
