Upon the instruction of President Recep Tayyip Erdogan, the 9-page "Terror-Free Turkey" information note prepared by the AK Party's Directorate of Political and Legal Affairs was sent to all levels of the party organization. The text, which clarifies the public debates, emphasizes that the process is definitely not an amnesty or a bargain, and asks party members to use an inclusive language.
A NEW VISION, A STATE PROJECT
According to the news in Milliyet; In the first part of the information note sent with the signature of AK Party Deputy Chairman Hayati Yazici to MKYK members, deputies, mayors, and all levels of the organization, the basic philosophy of the process was included. It was stated that the goal of a "Terror-Free Turkey and Terror-Free Region" is a strategic state project implemented with the aim of making Turkey a regional and global power. Party members were warned to adopt an inclusive, encompassing, and common discourse when explaining this new horizon to citizens.
RESPONSE TO OCALAN AND GENERAL AMNESTY DEBATES
One of the most striking parts of the prepared document was the answers given to the frequently raised questions in the public. The text gave a clear and legal response to questions about whether the organization's leader would be granted hope rights or be released. It was underlined that the legal text contains neither a hope right nor a general amnesty, and it was stated that aggravated life imprisonment sentences in the penal regulations before June 1, 2005, are excluded from the scope, therefore it is legally impossible for Ocalan to benefit from the current regulation.
It was noted that the process is not a bargain or negotiation, and that the state aims to eliminate terrorism by using its security and legal capacity. It was also stated that the regulation does not bring an amnesty, that conviction provisions do not disappear, and that only execution postponement mechanisms can be operated under specific and strict conditions.

It was emphasized that the state's fundamental principles, sovereignty rights, and the indivisible integrity of the Republic of Turkey with its country and nation can never be a subject of discussion. It was stated that in this process, carried out without compromising the state's honor and the nation's sensitivities, no action that would offend martyrs and veterans will be permitted, and that the complete elimination of terrorism will be the greatest proof that the struggle of the heroes was not in vain.
