Upon President Erdogan's instruction, the AK Party will take to the field in all 81 provinces in September to explain the 'Terror-Free Turkey' process to citizens. Within the scope of the process, a period of 1.5-2 months is foreseen for the PKK to lay down its arms, evacuate caves, and deliver logistics materials, while it is planned that the framework law will begin to be implemented in October if the disarmament is completed by the end of September.

President Erdogan made assessments regarding the "Terror-Free Turkey" process at the AK Party MKYK meeting held the day before. Erdogan instructed party organization members, stating that the process must be fully explained to citizens and that no opportunity should be given to misunderstandings and disinformation.

As of September, AK Party organizations will take to the field with designated names to explain the process. Party members will hold face-to-face meetings with citizens in all 81 provinces and all districts.

The efforts will emphasize that strengthening the domestic front is one of the most important guarantees of Turkey's national security. It will be stressed that the end of terrorism will further strengthen the nation's unity and solidarity, social cohesion, and common future.

It will be stated that the "Terror-Free Turkey" vision encompasses not only national security but also regional peace and stability. It will be conveyed that terrorism losing its influence will enable regional countries to shape their own futures more strongly.

Organizations will also explain that the regulation does not provide for a general amnesty, does not define special status for individuals, and excludes serious crimes from its scope.

1.5-2 MONTH TIMELINE ENVISIONED FOR DISARMAMENT

According to the news from Türkiye Gazetesi, following the enactment of the Proposal for Strengthening National Solidarity and Social Integration prepared within the scope of the "Terror-Free Turkey" process, the security bureaucracy envisions a new timeline.

Accordingly, a process of 1.5-2 months is planned for PKK members to lay down their arms, for the caves to be evacuated, and for logistical materials to be handed over.

The news stated that PKK terrorist organization leader Abdullah Öcalan is expected to call on organization members in a short time to hand over all their weapons to the relevant points and return to Turkey. It was also stated that the management in Kandil would make a statement within a few days regarding the caves they have evacuated.

It is anticipated that the disarmament process will be completed by the end of September, and if the MGK decision is issued on this matter, the implementation of the framework law will begin in October.

CENTERS FOR WEAPON HANDOVER DETERMINED

According to information obtained, MIT and other relevant institutions are in contact with the Iraqi central government, the Northern Iraq administration, and the Syrian administration regarding where and how the weapons will be handed over.

It is planned that PKK members in Iraq will apply to special units established at Turkish representations in Erbil and Sulaymaniyah. It is stated that organization members will also hand over their weapons to centers established in these two regions.

DRONES, PARAMOTORS, AND COMMUNICATION SYSTEMS WILL ALSO BE HANDED OVER

According to the news, the process will not be limited solely to the surrender of firearms. It is envisioned that drones, paramotors, and satellite communication systems in the hands of the PKK will also be handed over to authorities.

It is stated that MIT has prepared an inventory of the vehicles and equipment in the organization's possession.

Applications made to Turkish representations, including those in Europe, will be evaluated by the Ministry of Foreign Affairs, the Ministry of National Defense, the Ministry of Justice, and MIT in coordination.

Following the review, the applicant will be informed whether they can benefit from the sentence postponements specified in the framework law and which legal processes they will be subject to.

Judicial processes will be carried out for those who return to Turkey. The sentences of those who meet the necessary conditions will be postponed, and they will be released.

THOSE WITH POSTPONED SENTENCES WILL BE MONITORED WITH A SPECIAL SYSTEM

It is envisaged that organization members benefiting from sentence postponement will not be subject to judicial control provisions such as reporting to the police station, house arrest, or a ban on leaving the country.

Instead, whether individuals whose sentences are postponed commit new crimes will be monitored through a special mechanism. Postponement decisions will be recorded in a system created only for the PKK members who will benefit from the regulation.

The system will be monitored by chief public prosecutor's offices. The Ministry of Interior and MIT will also monitor these individuals. Intervention will be made in case of establishing connections with criminal organizations or detecting new organizational activities.

If the individual commits a new crime, the postponement decision will be lifted, and the sentence will be executed.

TOP-LEVEL ORGANIZATION FIGURES WILL BE EXCLUDED

Security sources assess that approximately 180-200 organization leaders in Kandil and nearly a thousand organization members will not return to Turkey because they cannot benefit from sentence reductions.

According to the news, top-level organization leaders, especially Fehman Hüseyin (Bahoz Erdal), Murat Karayılan, Cemil Bayık, Duran Kalkan, and Bese Hozat, will be excluded from the scope of the regulation.

FILE-BASED REVIEW FOR PKK MEMBERS IN PRISON

The status of those in prison who have been convicted of being members of the organization, knowingly and willingly aiding the organization, making organization propaganda, and crimes committed within the scope of the organization's activities will also be evaluated within the scope of sentence postponement.

It is envisaged that those convicted under the Law on the Prevention of the Financing of Terrorism will also be evaluated within the framework of the regulation.

Following the publication of the MGK decision regarding the abandonment of weapons in the Official Gazette, relevant execution judges will examine the files of PKK members in prison. The sentences of those who meet the conditions will be postponed, and they will be released.

IT IS STATED THAT 4 THOUSAND TO 4 THOUSAND 500 PEOPLE ARE IN PRISON

The news stated that there are approximately 4 thousand to 4 thousand 500 PKK members in prisons. Those sentenced to aggravated life imprisonment and those convicted of intentional homicide will be excluded. The sentences of the remaining individuals will be evaluated considering the time they have spent in prison.
