HE WAS THE MAN IN CHARGE OF CRITICAL SYSTEMS

Throughout his career, Laptev primarily worked on information security and intelligence infrastructures, and after his retirement, he focused on critical communication technologies. The retired general was known to serve as the chairman of the board of the Informtekhnika group of companies, which supplied special communication systems to Russian security bureaucracy, particularly the FSB and federal state institutions. A comprehensive investigation into the incident is ongoing.

Laptev, who also undertook critical roles in Russia's cybersecurity infrastructure and defense industry during Vladimir Putin's era, was personally awarded the Order of Honor by Putin in 2004.
