Authorities have indicated "penalties" for businesses that request non-existent fees from citizens, but this has not solved the problem. This limit application, which is generally 1,500 lira, has also started to be implemented in some restaurants in Istanbul. Legal experts emphasize that it is irregular to require payment for even a single tea, while citizens have labeled it as "discrimination."
