A striking detail has emerged in the investigation conducted by the Adana Chief Public Prosecutor's Office against the followers of Kuytul. It has been learned that approximately 6,000 reports and applications were made to CİMER regarding Alparslan Kuytul and the structure around him. It was stated that the reports included details such as the organization's management chart, the concealment of money and assets through third parties, the use of sacrifice and aid revenues for purposes other than their intended use, and the incitement of members against the state.

In the investigation conducted by the Adana Chief Public Prosecutor's Office against the Alparslan Kuytul criminal organization, it was revealed from the police report that approximately 6,000 complaints and applications were identified in the CIMER system regarding Kuytul and the structure around him. In the police report, 20 records selected from this extensive application pool were examined in detail. The records included in the report contained numerous complaints and notifications indicating the detailed management scheme of the structure, city and neighborhood responsible persons, the concealment of money and assets through third parties, the use of sacrifice and aid revenues for purposes other than their intended use, unauthorized boarding education activities, and the incitement of members against the state. A former member who said he attended classes around the Furkan Foundation between 2003 and 2023 gave a statement based on direct observation to the police, which became one of the striking parts of the file.

FIRST COMPLAINT IN 2024: COMPLAINTS CONTINUED FOR TWO YEARS

According to the records reflected in the police report, the first CIMER application regarding Alparslan Kuytul and the structure around him was made on October 10, 2024.

In the applications, not only Kuytul's public statements over time, but also detailed information about the internal organization of the structure, its financial resources, educational activities, social media organization, and responsible persons in different cities were reported to CIMER.

The continuation of the applications in the file in 2024, 2025, and 2026 revealed that repeated complaints were made to public authorities on different dates and under different headings regarding the same structure.

“ORGANIZATION CHART” SENT TO CIMER

In the applications dated November 24, 2024, and December 16, 2025, a remarkably detailed organization chart was reported to CIMER.

In the complaints, Alparslan Kuytul was described as the “organization leader,” and Erol Ardıç as the “second man.” Numerous areas of responsibility were listed one by one, from the general secretariat to account affairs, from education to logistics, from social media to health and conference organizations.

The whistleblower reported that the structure operated in a hierarchical system consisting of the General Secretariat, Accounts and administrative affairs, Education and madrasa, University youth organization, Logistics, Health, Social media, Conference organization, Regional responsibilities, and Treasury and financial affairs.

In the same application, it was stated that there were separate responsible persons for many provinces, from Istanbul to Diyarbakır, from Ankara to Gaziantep, from Erzurum to İzmir and Samsun.

“A TEAM” LISTED NAME BY NAME

In another CIMER application dated December 16, 2025, the term “A team” was used for the top management of the structure.

The whistleblower reported various names to CIMER, including Erol Ardıç, İzzet Daş, Tugay Taşçı, Murat Temizkan, Harun Kızılboğa, and İsmail Ataş, as part of the management cadre of the structure.

It was seen that some of these names were later recorded in the contact study of the investigation conducted by the Adana Chief Public Prosecutor's Office with titles such as “general responsible/2nd man,” “secretary,” “education responsible,” “technical team responsible,” and various regional responsibilities.

This overlap revealed that some information about the organizational structure reported to CIMER months earlier intersected with the findings in the investigation file.

COMPLAINT: “MONEY AND REAL ESTATE ARE BEING PASSED THROUGH OTHERS' ACCOUNTS”

One of the most striking notifications in the CIMER applications concerned the financial structure of the organization.

In the application dated November 24, 2024, it was reported that certain individuals were listed, and the money and real estate belonging to the structure were being attempted to be hidden from the state by passing them through third parties' accounts using the “hülle” method.

In the complaint dated December 16, 2025, the same financial structure was brought up again, and certain names were reported as the “main treasury” and individuals used in money and real estate transactions.

The comparison of these notifications made to CIMER with financial records, bank transactions, title deed records, and other material evidence became one of the important topics of the investigation.

APPLICATION TO CIMER REGARDING SACRIFICE AND AID MONEY

In the application dated May 27, 2025, the structure's fundraising activities, especially during Ramadan and Eid al-Adha periods, were brought to CIMER.

The whistleblower reported that he heard approximately 20 million liras were collected under the name of “aid packages” during Ramadan in 2025, and stated that he received information that 560 cattle were slaughtered during Eid al-Adha in 2024.

In the application, it was reported that some of the meat from the slaughtered sacrifices was sold wholesale to restaurants and butchers, and some was made into sausage and sold.

In the same complaint, it was also conveyed to CIMER that 500 to 600 people were employed at tanneries during the Eid al-Adha period, these people were not insured, and daily wage payrolls were not prepared.

One of the striking aspects of these notifications was that a former member, whose statement was later taken by the police, also described his own observations regarding the sacrifice meat.

FORMER MEMBER WHO WAS IN THE STRUCTURE FOR 20 YEARS SPOKE TO THE POLICE

A person whose statement was taken as a witness at the KOM Branch Directorate on August 19, 2026, said he attended neighborhood classes and Friday sermons at the Furkan Foundation, of which Alparslan Kuytul was the president, between 2003 and 2023.

The former member stated that after the operation in 2018, Kuytul began to target state institutions more intensely in his speeches, using the following statements:

“He was constantly criticizing the state, inciting those attending the sermon to excitement and provoking them against the state. He even sent his own foundation members out into the streets to clash with the police.”

The witness also stated that large amounts of livestock and sacrifice meat were collected under the foundation's name to be distributed to the poor, and he testified that he did not see this meat being distributed to those in need, “except for small amounts.”

The person, who said he asked other participants around him about this situation many times, stated that he left the structure in 2023 when he could not get results.

“WHY ISN'T THE MEAT COLLECTED FOR THE POOR AND NEEDY BEING DISTRIBUTED?”

The most striking part of the former member's statement was the questioning that he said led to his departure from the structure.

The witness recounted that he complained to the people he attended classes with, saying, “Why isn't the meat collected for the poor and needy being distributed to them, and why are they constantly trying to provoke us against the state and the police?”

The former member said he expressed this discomfort for a long time but found no solution, and therefore decided to leave the structure.

The witness, stating that many people who thought like him also left the structure, testified that those who left were slandered by Alparslan Kuytul and the names around him and were lynched on social media.

"I COLLECTED THE ORGANIZATIONAL CHART FROM FORMER MEMBERS AND SOCIAL MEDIA"

Another whistleblower who shared detailed organizational charts through CİMER had their statement taken on August 19, 2026. The individual, stating they live in Sakarya, clearly said they never physically met Alparslan Kuytul or members of the Furkan Foundation.

The whistleblower explained that they gathered their information from social media, internet news, and conversations conducted over social media with people who had left the organization.

The whistleblower stated that they learned the unofficial roles of individuals within the structure from those who had severed ties with the community, noted down every new piece of information, and also stated they never met these people face to face.

The whistleblower also declared that they later deleted the messages exchanged with people who left the organization.

THE KORAY SARISAÇLI FILE ALSO AMONG CİMER REPORTS

In the CİMER applications and subsequent statements, the Koray Sarısaçlı case, which was reflected in the public eye, was also frequently referenced.

One of the whistleblowers stated that they learned from social media and news that Sarısaçlı was abducted by masked individuals into a vehicle, subjected to assault and torture, forced to sign a promissory note, and forced to grant power of attorney.

They declared that this incident caused their opinion about Kuytul and the surrounding organization to change and that they began to see the structure as "not a community but an organized crime syndicate."

A former member who attended the organization's lessons between 2003 and 2023 clearly stated that they did not personally witness any kidnapping or seizure of assets and heard about the events in question from the media and people who left the organization.

"UNAUTHORIZED BOARDING COURSES, DORMITORIES, AND CHARITY COLLECTION"

In a CİMER application dated July 30, 2026, a different area of activity was reported to public authorities.

The application reported that in Adana, around Alparslan Kuytul and the Furkan Foundation, boarding courses and dormitory activities were carried out without official permits, licenses, or Ministry of National Education documents, and that students were accommodated in these places and admitted to classes.

The same application reported that money was collected under the guise of "aid for Gaza" and "sacrifice donation" without the necessary permits and without issuing receipts, and that students were also employed in these activities.

It was conveyed to CİMER that the digital organization of these activities was carried out through social media accounts named "İlim ve Dava Mektebi" (School of Knowledge and Cause).

The whistleblower requested that the relevant places, individuals, and social media accounts be investigated by the Adana Governorship, Police Department, Directorate of National Education, and Directorate of Civil Society Relations.

WOMEN'S ORGANIZATION ALSO REPORTED TO CİMER NAME BY NAME

In an application dated December 17, 2025, a detailed list regarding the women's branch of the organization was submitted.

While Semra Kuytul was listed as "General President," the vice presidents, district and neighborhood coordinators, education coordinators, technical team members, and individuals reported to be involved in the university organization were listed one by one.

The application also reported to CİMER that there were female coordinators in Ankara, Istanbul, Hatay, and Gaziantep.

The same application stated that successful students were particularly directed towards the Faculty of Law, and that some lawyers who graduated took on roles in the organization's legal processes.

"GOAL OF REACHING MILLIONS AND ABSOLUTE OBEDIENCE" REPORTED TO CİMER

A CİMER application dated November 21, 2025 contained comprehensive information regarding the organization's growth and structuring strategy.

The application stated that Kuytul expected "absolute obedience" from his follower base, aimed to reach millions of people across Turkey, and was expanding the organization through conferences held city by city.

The whistleblower also reported that the organization operated in approximately 30 provinces, that participation instructions were sent to provincial branches before conferences, and that separate meetings were held with provincial coordinators after the gatherings.

The application also included speeches made referencing the Iranian Revolution and Khomeini, stating that discourses suggesting Adana was being turned into a center like the city of Qom in Iran were conveyed to members.

STATED THEY WOULD SUBMIT 91 VIDEOS AND A 30-PAGE REPORT TO THE POLICE

Another informant, whose statement was taken on August 19, 2026, following a CİMER report dated May 15, 2025, said they were not part of the Kuytul organization.

The individual, who stated they had been studying the organization's conversations and meetings for a long time, declared they would submit reports exceeding 30 pages along with digital material consisting of 91 videos and images on a DVD to the investigation authorities.

The informant stated that in the said material, they included analyses suggesting that the meetings served purposes different from their apparent religious aims and that the organization acted against the state.

WARNINGS OF ACTIONS AGAINST THE STATE AND SECURITY FORCES

Various applications made to CİMER also reported the organization's activities concerning public order.

In two separate reports dated October 22, 2025, the conference planned to be held in Adana on November 1, 2025 was brought to the agenda, and public authorities were notified that the organization had previously clashed with security forces and that the conference could lead to new tensions.

The applications also noted that posters and billboards hung in different parts of the city and flyers distributed as part of the conference promotions caused visual pollution and traffic safety issues.

CİMER REPORTS EXAMINED ONE BY ONE IN THE POLICE REPORT

The records in the police report showed that the source of the information sent to CİMER was also investigated.

Police units summoned some applicants for statements as informants, asking from which sources the information conveyed in the reports was obtained, whether it was based on personal observation or open sources and third-party accounts.

In this context, while it was determined that some applications were based on social media and open-source research, the statements of the former member who claimed to have actively participated in the organization's activities between 2003 and 2023 contained significant information based on direct observation.

APPROXIMATELY 6,000 CİMER REPORT RECORDS IDENTIFIED

Examinations conducted within the scope of the investigation found that there were approximately 6,000 report and application records in the CİMER system regarding Alparslan Kuytul and the surrounding organization. The 20 records detailed in the police report constitute only a small portion of this extensive pool of reports.

Thus, it emerged that the picture reflected in the investigation file was not merely a few individual applications; thousands of notifications regarding the activities, organizational hierarchy, financial structure, educational efforts, aid and sacrifice organizations, urban structuring, and activities concerning public order of the Kuytul organization were present in CİMER records from various periods.

It was learned that in the investigation conducted by the Adana Chief Public Prosecutor's Office, approximately 6 thousand CIMER records, the parts of which were related to the investigation, were evaluated together with other material evidence, HTS and contact records, financial movements, digital materials, and witness and informant statements.
