According to the information compiled from the 2025 Central Government Budget Law Proposal, the hourly overtime pay for civil servants will increase by 26.7% in the new year. The hourly overtime pay, which was 10 lira and 10 kuruş in 2024, will rise to 12 lira and 80 kuruş starting from January 1, 2025.
For all personnel working in the private secretariat departments of ministries, including official drivers, a new overtime pay of 13 lira and 60 kuruş will be paid instead of 10 lira and 70 kuruş, not exceeding 90 hours per month for them, and 60 hours for drivers assigned to the central organization of general directorates.
13 LIRA 60 KURUŞ PER HOUR
For each position, a payment of 13 lira and 60 kuruş will be made per hour, not exceeding a total of 450 hours per month for the chairperson of the board (ministries), general directors and higher unit managers, strategy development heads, governors, generals, and admirals, as well as department heads and higher unit managers in the Ministry of National Defense, General Staff, force commands, Gendarmerie General Command, and Coast Guard Command, along with rectors, metropolitan and provincial mayors, for personnel working not exceeding 90 hours per month.
21 LIRA 80 KURUŞ PER HOUR FOR MEB ADMINISTRATIVE PERSONNEL
For personnel working in the General Directorate of Credit and Dormitories and in dormitories affiliated with universities, those who do not have the opportunity to take leave for the overtime they perform will receive an additional payment of 12 lira and 80 kuruş per hour, not exceeding 90 hours per month. For the administrative personnel of the Ministry of National Education working in vocational and technical secondary education institutions associated with vocational higher education institutions in the vocational and technical education region, an hourly payment of 21 lira and 80 kuruş will be made for the actual overtime hours they perform after the legal working hours, not exceeding 100 hours per month.
DOMESTIC DAILY ALLOWANCES
The amounts for domestic daily allowances and compensation to be provided under the Travel Allowance Law have also been redefined. In the new year, the domestic daily allowance to be paid to the Speaker of the Grand National Assembly of Turkey and the Vice Presidents will increase from 500 lira to 715 lira. The domestic daily allowance for the President of the Constitutional Court, ministers, the Chief of General Staff, members of parliament, force commanders, the Gendarmerie General Commander, the Coast Guard Commander, the President of the Presidential Administrative Affairs, the Secretary General of the Grand National Assembly of Turkey, four-star generals, vice admirals, and the presidents of the Supreme Court, Council of State, Court of Disputes, and Court of Accounts, as well as the Chief Public Prosecutor of the Supreme Court, the Chief Public Prosecutor of the Council of State, the Presidents of the Directorate of Religious Affairs and the Higher Education Council, and the Chief Ombudsman will rise from 480 lira to 686 lira. The domestic daily allowance will increase to 680 lira for civil servants in positions with an additional indicator of 8000 and higher. The lowest-ranked civil servant will receive 600 lira.
