After the recent increase in stray dog attacks, the finalization of the regulation regarding stray dogs, which is expected to be presented to the Parliament, has been reached. AK Party Deputy Group Chairman Bahadır Yenişehirlioğlu presented the report they prepared on stray dogs to President Erdoğan. Yenişehirlioğlu, who shared about the issue on his social media account, said, "We have full confidence that the peace and security of our dear nation will be ensured on the streets and that this problem, which everyone agrees on, will be resolved."

AK Party Deputy Group Chairman Bahadır Yenişehirlioğlu announced that he presented the report they prepared on stray dogs to President Recep Tayyip Erdoğan without disturbing their current HTML.



Yenişehirlioğlu, in his statement on social media, used the following expressions: "Today, during our AK Party Central Decision Board meeting, I presented the report we prepared regarding the problem of stray/aggressive street dogs to our President Mr. Erdoğan and informed him and our Central Decision Board members."

WHAT IS INCLUDED IN THE STREET ANIMALS LAW?





The draft law on street dogs prepared for the year 2024 includes a regulation that allows the euthanasia of stray street dogs under certain conditions. The main articles included in the draft are as follows:





  • The definition of controlled animals is removed and replaced with the definition of owned/unowned animals.


  • Animal shelters are regulated to emphasize periodic care.


  • The removal of the terms "weakened animal," "caretaker," and "controlled animal."


  • The authority for inspections will be with the ministry, and this authority can be delegated to governorships.


  • Inspections will be carried out by municipal and municipal police teams.


  • If unowned animals collected are not adopted within 1 month in animal shelters, euthanasia will be applied.


  • If a person neglects their dog under care, the animal will be confiscated, and they will be banned from owning animals again.


  • The penalty for abandoning an animal on the street will be increased from 2,000 TL to 50,000 TL.


  • Municipalities will be given the task of establishing animal shelters within 3 years.


  • They will only take care of animals until unowned animals are adopted.


  • Information of all animals entering the shelters will be recorded in the system.

WHAT DID PRESIDENT ERDOĞAN SAY?





President Erdoğan, in his statement at the party group meeting last month, said, "With the changes we will make in the legislation, we aim to have stray dogs adopted. This is our sole goal in this change. In places where there are no dog shelters, shelters will be established immediately with the draft law that is still being prepared. Stray animals will be kept in these shelters. In addition, campaigns will be carried out for their adoption. Adopted animals will be neutered, vaccinated, and delivered to their owners with a microchip, and they will be closely monitored from then on."

Erdoğan said, "We want all animals taken to shelters to be adopted. We believe that our animal lovers will take more responsibility by adopting dogs in shelters during this process. Likewise, we expect municipalities to fulfill their duties assigned by the law in the best way possible and contribute positively to the process. If we can achieve this, we believe that there will be no need for further steps. In this way, we will solve this important problem together, with the widest consensus, in line with the desires and expectations of our people."
