The Israeli army's attacks in the Gaza Strip, which have been ongoing for 466 days, are hoped to come to an end with a ceasefire and prisoner exchange expected to be announced between Hamas and Tel Aviv. The details of the ceasefire agreement to be announced between Hamas and Israel, mediated by Qatar, Egypt, and the USA, are also eagerly awaited. Important items in the draft agreement were mentioned in Israeli state media. STEPS ISRAEL WILL TAKE BEFORE THE AGREEMENT COMES INTO EFFECTAccordingly, the final draft of the ceasefire in Gaza will be submitted to the approval of the Israeli security cabinet after consensus is reached. If the draft agreement is approved by the Israeli security cabinet, the Israeli Ministry of Justice will present the list of names of Palestinian prisoners to be released to the Supreme Court to allow for objections. After the decision regarding the names of Palestinian prisoners, Israeli President Isaac Herzog will grant amnesty to Palestinian prisoners sentenced to life imprisonment. Since the agreement will consist of several phases, the first list announced will not include the names of all Palestinian prisoners to be released under the agreement. STAGES OF THE AGREEMENTThe potential agreement between Hamas and Israel consists of 3 phases, each lasting 42 days, while Israel wants to reduce the agreement to two phases during the negotiations of the second phase. The first phase, also referred to as the "humanitarian phase," involves the delivery of 33 Israeli prisoners, either alive or dead. During this phase, the Israeli army will withdraw from most areas it has entered in the Gaza Strip. According to the draft, the first group of Israeli prisoners will be released on the 7th day of the agreement coming into effect. For each Israeli prisoner, 50 Palestinian prisoners will be released, including 30 who have been sentenced to life imprisonment. For each elderly Israeli citizen, 30 Palestinian prisoners will be released. Palestinian prisoners can be selected from women, children, or the sick. In the second phase, which will begin on the 16th day of the agreement coming into effect, comprehensive negotiations will be held for the release of all Israeli prisoners held in Gaza. The agreements included in the second phase will be determined before the 5th week of the first phase. The third and final phase of the agreement will involve the reconstruction of the Gaza Strip. CEASEFIRE IN THE GAZA STRIPFrom the first day the ceasefire agreement comes into effect in the Gaza Strip, the Israeli army will withdraw outside the residential areas. The flights of Israeli unmanned aerial vehicles (UAVs) will also be halted for 10 hours daily, and on days when there is a prisoner exchange, the flights of UAVs will be halted for 12 hours. The withdrawal of the Israeli army from the Gaza Strip will occur gradually, including the Netzarim Corridor between the north and south of Gaza and the Philadelphi Corridor between Gaza and Egypt. In the second phase of the ceasefire agreement, it will be announced that the Israeli army's attacks will be permanently halted and that it will completely withdraw from Gaza. Subsequently, the border gates opening to the Gaza Strip will be opened for passenger and commercial crossings. PALESTINIAN PRISONERS INCLUDED IN THE PRISONER EXCHANGEIn the first phase of the agreement, for each Israeli civilian prisoner, 30 Palestinian prisoners will be released. For each Israeli soldier to be released in the first phase, a total of 50 Palestinian prisoners, including 30 who have been sentenced to life imprisonment, will be released. The Tel Aviv administration opposes the idea of Palestinian prisoners sentenced to life imprisonment remaining in the occupied West Bank after their release. This is because some Palestinian prisoners released in the 2011 prisoner exchange were sent to the Gaza Strip or abroad. The Palestinian prisoners to be released in the first phase of the agreement also include 47 individuals who were released in the 2011 prisoner exchange agreement and later re-arrested by Israel. According to the draft, the Palestinian prisoners to be released will not be re-arrested. ISRAELI PRISONERS TO BE RELEASEDAccording to the draft of the prisoner exchange agreement, all 98 Israeli prisoners held in the Gaza Strip will be released. However, in the first phase, referred to as the "humanitarian situation," 33 prisoners consisting of the elderly, women, children, and civilian injured will be released. In the second phase of the agreement, Israeli soldiers will be released, and in the third phase, the bodies of deceased prisoners will be handed over. HUMANITARIAN AID TO GAZA STRIPFrom the first day the expected agreement comes into effect, the entry of 600 trucks loaded with daily humanitarian aid into the Gaza Strip will be allowed, 50 of which will be fuel trucks. According to the agreement, 300 trucks loaded with daily humanitarian aid will enter the northern Gaza Strip. The entry of humanitarian aid into the Gaza Strip will continue throughout the three phases of the ceasefire and prisoner exchange agreement. During this period, the United Nations and international organizations will continue their activities in the Gaza Strip. RETURN OF DISPLACED PERSONS AND RECONSTRUCTIONFrom the first day the potential agreement comes into effect, Palestinians will be allowed to return to their homes from the south to the north. Additionally, there will be freedom of movement in all areas of the Gaza Strip.
