The details of the 'terror' investigation for which Istanbul Metropolitan Municipality Mayor Ekrem İmamoğlu is requested to be arrested have emerged in the prosecutor's referral letter. The letter states that İmamoğlu knowingly participated in the terrorist organization's "urban reconciliation" activities in exchange for support to be elected as mayor.
The Istanbul Chief Public Prosecutor's Office is conducting two separate investigations into allegations of terrorism and corruption against the Istanbul Metropolitan Municipality and its President Ekrem İmamoğlu.
As part of the investigations, IBB President Ekrem İmamoğlu, IBB Media Inc. Board Chairman Murat Ongun, and singer Ercan Saatçi, among 91 suspects, were transferred to the Istanbul Courthouse in Çağlayan on March 22, after completing their procedures at the police station, under heavy security measures.
ARREST REQUEST FOR İMAMOĞLU FROM TWO INVESTIGATIONS The statements of some suspects, including İmamoğlu, have been completed at the prosecutor's office. The suspects Ekrem İmamoğlu, Mahir Polat, Resul Emrah Şahan, and Mehmet Ali Çalışkan were referred to the duty magistrate with a request for arrest on charges of 'aiding an armed terrorist organization' within the scope of the 'terror' investigation. Additionally, İmamoğlu was referred to the duty magistrate with a request for arrest on charges of 'interfering with the tender of public institutions or organizations', 'illegally recording personal data', 'receiving bribes', and 'establishing an organization for the purpose of committing a crime' within the scope of the 'corruption' investigation.
CHP MEMBER KAYA'S INTERVIEW ACCEPTED AS A CONFESSION Furthermore, the details of the terrorism investigation with an arrest request emerged in the prosecutor's referral letter. The referral letter prepared by the Terror Crimes Investigation Bureau described an interview given by CHP 27th Term Member of Parliament Yıldırım Kaya to a media outlet affiliated with a terrorist organization. In the interview, Kaya stated, "The Republican People's Party, along with DEM, HDK, won the elections in Istanbul by a wide margin; now losing Istanbul means losing Turkey, so if there was no 'city consensus', we could have won Istanbul based on the assumption that the city consensus won the elections in Istanbul again," and it was noted that the suspect Ekrem İmamoğlu was identified as having formed an alliance before the local elections in Istanbul, which was also confessed in the interview.
IT WAS REPORTED THAT THEY REGISTERED AS CHP MEMBERS A FEW DAYS BEFORE THE LOCAL ELECTION The referral letter stated that the Peoples' Democratic Congress (HDK) was established as an alternative assembly to the Turkish Grand National Assembly, and that the municipal council members and appointed deputy mayors in Istanbul, determined through an agreement with the terrorist organization via 'city consensus', were examined and found to have connections to the terrorist organization. It was reported that they registered as members of the CHP just a few days before the local elections, and that in the judicial evidence collection efforts regarding the connections of these individuals to the terrorist organization, a total of 10 individuals, including the Deputy Mayors of Ataşehir and Kartal and 8 IBB council members, were found in HDK records and identified as HDK members.
ELİF GÜL'S PHOTOS WERE ALSO INCLUDED IN THE REFERRAL LETTER The letter stated that the situation of Elif Gül, a suspect and member of the Sancaktepe municipal council who was arrested in an operation conducted on the allegation that members of the terrorist organization PKK/KCK were placed in municipalities, was noteworthy in terms of understanding the severity of the issue. It was noted that the individual had delivered her daughter, who was active in the rural area of the terrorist organization, to the organization and that there were findings indicating she had taken photos with other members of the organization in the Kandil region.
The letter stated, "It has been understood that the suspects have been operating within the HDK, which is an extension of the PKK/KCK terrorist organization, and that they have been placed in critical positions in the district municipalities of our province with the aim of implementing the 'democratic autonomy' plan, as expressed by high-level organization members who are co-chairs of KCK and members of the executive council, and that their participation in the activities of 'city consensus', which aims to increase the effectiveness of the terrorist organization in metropolitan cities, will continue to be investigated to uncover all other individuals involved."
A MAP CONSIDERED AS A SO-CALLED KURDISTAN MAP WAS DETECTED The referral letter stated that Ekrem İmamoğlu, Ahmet Özer, Mahir Polat, Resul Emrah Şahan, and Murat Ongun, who were found to be in contact with Azad Barış, participated in the organizational activities of 'city consensus' and committed the crime of 'aiding an armed terrorist organization'. It was noted that Barış had communication with 312 different individuals registered with PKK/KCK, and that materials seized from the Spectrum House Thought and Research Center included a map evaluated as a so-called Kurdistan map, which includes the territories of the Republic of Turkey, and photographs of documents titled 'Possible Kurdistan and Middle East Policies of AKP and MHP After 2021' and 'Azad Barış: We call on our voters to vote for İmamoğlu, the candidate of democracy.'
"İMAMOĞLU PARTICIPATED IN CITY CONSENSUS ACTIVITIES KNOWINGLY TO BE ELECTED" The letter recorded that İmamoğlu had 138 judicial records for terrorist offenses between January 1, 2018, and February 26, 2025, Şahan had 90, Polat had 116, and Çalışkan had 38 communications during the same period. It was stated, "It has been understood that suspect Ekrem İmamoğlu, along with other suspects, knowingly participated in the 'city consensus' activity aimed at increasing the effectiveness of the terrorist organization in metropolitan areas in exchange for support for his election as mayor, considering that the lists of municipal council members could not be determined without his approval, and that some members of the terrorist organization were placed in effective positions in municipalities, while others, or relatives of killed members of the organization, were facilitated to hold public office, thus participating in actions that facilitate the movements of the organization and sustain its existence, committing the crime of aiding the PKK/KCK terrorist organization."
