The Ombudsman Institution (KDK) eliminated the grievance of a driver candidate with xeroderma pigmentosum (XP), commonly known as "sun intolerance disease," by allowing him to take the driving test in the evening.
The Ombudsman Institution remedied the grievance of a driver candidate with xeroderma pigmentosum (XP) by allowing them to take the driving test after sunset.
TOOK THE EXAM IN THE EVENING
A person with xeroderma pigmentosum, who enrolled in a course to obtain a driver's license in Ankara, informed course officials about their condition and requested assistance.
In this context, the citizen was allowed to take the theoretical exam in the evening hours and passed it successfully. The citizen's request to also have the driving test held in the evening was rejected on the grounds that "the driving test can be conducted between 09:15 and 17:25."
THE OMBUDSMAN INSTITUTION REMEDIED THE GRIEVANCE
Thereupon, the person who applied to the Ombudsman Institution stated that direct exposure to sunlight posed a serious health risk. The applicant, who indicated they had a disability health board report with an 80% disability rate related to their illness, requested that the driving test be conducted after the sun had fully set, in accordance with their health condition.
Upon the application, the Ombudsman Institution contacted the relevant units of the General Directorate of Private Education Institutions of the Ministry of National Education and resolved the citizen's grievance.
The Directorate reported that the applicant's driving test was planned to be held between November and December, during hours after sunset.
