The e-Government era is expanding in rental agreements. While the Ministry of Treasury and Finance is working to make it mandatory for all rental agreements to be prepared through e-Government, more than 72,000 agreements have been approved through the system to date. Minister Mehmet Şimşek also called on landlords and tenants to carry out their transactions via e-Government.
The digital transformation in rental contracts, which concerns millions of homeowners and tenants in Turkey, is accelerating. The Ministry of Treasury and Finance is working on making the e-Government Rental Contract Transactions service, currently used on a voluntary basis, mandatory for all rental contracts.
When the new system is implemented, it is envisaged that rental contracts will be prepared through e-Government. However, no official timetable has yet been announced regarding the date when the mandate will begin.
RENTAL CONTRACTS ARE MOVING TO E-GOVERNMENT
The first phase of the e-Rental Contract application was launched on November 4, 2024. In the system, the property owner can prepare the contract through the "Rental Contract Transactions" service on e-Government. The tenant and, if any, the guarantor can also approve the contract via e-Government.
The second phase of the application was introduced on May 9, 2025. With this phase, real estate consultants and individuals authorized by the property owner also began to prepare contracts and submit them for the approval of the parties.
72,581 CONTRACTS APPROVED
According to data announced by the Ministry, 72,581 rental contracts have been approved through the application to date. The e-Rental contract system has been used in all 81 provinces of Turkey.
The Ministry now plans to further expand the system and make it mandatory for all rental contracts to be prepared through e-Government.
LANDLORD AND TENANT WILL APPROVE VIA E-GOVERNMENT
The system not only enables the contract to be prepared in a digital environment. It also allows for checking the ownership information of the rented property and aims to prevent unauthorized individuals from intermediating in rental transactions.
Reducing the burden on citizens of submitting rental contracts to various institutions separately and easing bureaucracy are also among the goals of the application.
ERROR CORRECTION AND UPDATE FEATURE ALSO ADDED
New features were added to the rental contract system on e-Government in 2026. Material errors related to spelling, figures, or data entry in approved contracts can be corrected under certain conditions.
Additionally, the "Update" function can be used for the rental amount, payment information, and contact details of the parties. After the update, an additional protocol linked to the main contract can be created with the approval of the parties.
ŞİMŞEK'S CALL FOR E-GOVERNMENT
Minister of Treasury and Finance Mehmet Şimşek also called on citizens to make their rental contracts through e-Government.
Şimşek noted that thanks to the system, citizens can carry out their transactions regardless of location, without time and document costs, and stated that the application offers a fast, easy, and reliable method. The Ministry aims to facilitate transactions and strengthen the registered economy through the expansion of the system.
NO DATE ANNOUNCED FOR THE MANDATE YET
Currently, the service of preparing rental contracts via e-Government is available. However, the Ministry's work to make it mandatory to prepare all rental contracts through e-Government is ongoing.
