Transport and Infrastructure Minister Abdulkadir Uraloğlu announced that they have reached the final stage of the social media regulation for children, which they have been working on in coordination with the Ministry of Family and Social Services. Minister Uraloğlu stated that the bill will be presented to the Grand National Assembly of Turkey in the coming days, saying, "Children under the age of 15 will not be able to open accounts on social media sites; they will only be able to access games suitable for their age."
Minister of Transport and Infrastructure Abdulkadir Uraloğlu spoke at the Communication Sector Stakeholders Iftar Program. Emphasizing that the communication and information sector is one of the most strategic areas of the day, Minister Uraloğlu noted that information technologies, artificial intelligence, cybersecurity, and high-speed connectivity play a vital role in the economic development, competitiveness, and national security of countries.
"AVERAGE DAILY TIME SPENT ON SOCIAL MEDIA IS 3 HOURS" Drawing attention to the time spent on social media in Turkey, Minister Uraloğlu stated, "Look, the average time spent by internet users aged 16 and over worldwide is about 6.5 hours, while in Turkey it is about 7 hours. The average daily time spent on social media platforms in our country is around 3 hours." he said.
Uraloğlu pointed out that these durations indicate a critical area that cannot be left unattended, stating, "At this point; parents, teachers, educational institutions, policymakers, media, or civil society organizations… Whoever it may be, in this virtual world where lies and truths intertwine; they must consciously use the internet and social media platforms and develop digital literacy skills." he expressed.
"CHILDREN UNDER 15 WILL NOT BE ABLE TO OPEN ACCOUNTS" Calling for not leaving children alone in the digital world, Uraloğlu continued his remarks as follows: "We must not surrender their small hearts to the false realities and deceptive content produced by artificial intelligence in the face of the allure of screens. Let’s teach them to make conscious choices against content that can be prepared much more realistically with a technology like artificial intelligence. At this point, we have reached the final stage in the social media regulation for children that we are working on in coordination with our Ministry of Family and Social Policies. In the coming days, a bill will be presented to the Grand National Assembly of Turkey. With the bill, children under the age of 15 will not be able to open accounts on social networking sites and will only be able to access age-appropriate games. Identity verification applications will also be implemented in this regard. We will also increase the responsibilities of internet service providers and social network platforms in this matter and tighten the controls further."
"WITH 5G, OUR COMMUNICATION SPEED WILL INCREASE 10 TIMES" Uraloğlu stated that they obtained 3 billion 534 million dollars in revenue as a result of the 5G licensing tender held on October 16, 2025, with the competition of Turkcell, Vodafone, and Türk Telekom. Uraloğlu said, "We will provide the 5G services, from which we will receive the first signal on April 1, to our citizens in every corner of our country within 2 years. With 5G, our communication speed will increase by about 10 times; uninterrupted and more reliable communication will be provided." he said.
Uraloğlu mentioned that with this technology, fully autonomous driving and smart road applications, vital health interventions such as remote surgeries, real-time data transmission with smart factories and production optimization, sustainable high-yield production with smart agriculture applications, and uninterrupted live broadcasts in 8K image quality in the media will be possible.
