The 'Law on Strengthening National Solidarity and Social Integration', known publicly as the 'framework law', which was accepted with 467 votes in favor in the Turkish Grand National Assembly, was officially published in the Official Gazette and came into force. Following the publication of the law, President Recep Tayyip Erdoğan made a statement, wishing the law to be auspicious and thanking the political party groups, members of parliament, state institutions, and officials who contributed to the process.
The law known as the 'Framework Law' in public opinion, titled 'Law on Strengthening National Solidarity and Social Cohesion', which was adopted with the support of 467 members of parliament in the Grand National Assembly of Türkiye, came into effect following its publication in the Official Gazette.
PRESIDENT ERDOĞAN: I WISH IT BRINGS GOOD FORTUNE
In a statement made on his social media account, President Recep Tayyip Erdoğan wished the law to be auspicious and thanked the political party groups, members of parliament, state institutions, and officials who contributed to the conduct of the process. Erdoğan stated that the process would be carried out by taking into account the sensitivities of the entire nation, especially the relatives of martyrs and veterans.
President Erdoğan's statement is as follows: "I wish that the Law on Strengthening National Solidarity and Social Cohesion, which was adopted with the support of our 467 members of parliament as an example of a historic consensus in our Gazi Parliament and entered into force as of today, will bring good fortune.
I sincerely thank all those who contributed to this important step taken for Türkiye's peaceful, prosperous, and secure future: Our ally in the People's Alliance, Mr. Devlet Bahçeli, and the Nationalist Movement Party Group... The Speaker of the Grand National Assembly of Türkiye, Mr. Numan Kurtulmuş... My esteemed colleagues and companions on the path and cause in the AK Party Group... All political party groups and members of parliament who, although on different tracks, displayed a constructive attitude. I congratulate the institutions and officials of our state who contributed to the process reaching today without any mishaps.
We will continue to manage the process, which we have conducted with an approach taking into account the sensitivities of all our people, especially the relatives of our martyrs and our veterans, on the ground determined by the Law, under the leadership of our relevant institutions and boards, with the same sincerity and meticulousness."
ADOPTED WITH RECORD VOTES
The 'Draft Law on Strengthening National Solidarity and Social Cohesion' had become law with 467 'accept' votes against 87 'reject' and 7 'abstention' votes during the voting held in the General Assembly of the Turkish Grand National Assembly.
WHAT WILL HAPPEN NEXT?
In accordance with Article 1 of the Law, in order to initiate all processes and procedures within the scope of the law, field detection will first be carried out. It will be required for security institutions to determine that the actual existence of the PKK/KCK and all affiliated organizations has completely ended. It will be officially documented that all weapons and ammunition under the control of the organization have been surrendered completely. These determinations made by security institutions will be submitted directly to the National Security Council (MGK). This situation of disarmament and ending their existence will be confirmed by an MGK decision. The publication of the MGK decision in the Official Gazette will be awaited.
A 6-MONTH APPLICATION PERIOD WILL BEGIN
With the publication of the MGK decision in the Official Gazette, the framework law mechanism will become fully operational. Following this announcement, a 6-month official application period will begin for those who wish to benefit from the rights and regulations within the scope of the law.
