PKK ringleader Murat Karayılan found the framework law passed by the Turkish Grand National Assembly inadequate. Karayılan, who described Abdullah Öcalan's physical freedom, which he never mentioned, as a "sine qua non" of the process, said, "Again, the word Kurd isn't even mentioned. Democracy is not mentioned at all. The sensitivities of our people, the views of our movement, and even the views of our Leadership have not been taken into much consideration. It has reduced the issue solely to laying down arms."
PKK ringleader Murat Karayılan spoke about the 'framework law' adopted at the Turkish Grand National Assembly General Assembly within the scope of the Türkiye Without Terrorism process.
Karayılan, who released a video message in Kurdish, said that "Abdullah Öcalan's physical freedom is an indispensable part of the process."
"IT DOESN'T EVEN CONTAIN THE WORD KURDISH"
Stressing that the scope of the 12-article law was kept narrow, Murat Karayılan listed his criticisms as follows:
"Again, it doesn't even contain the word Kurdish. Democracy is not mentioned at all. The sensitivities of our people, the views of our movement, and even the views of our Leadership have not been taken into much account. It has reduced the issue merely to laying down arms. Yet, this is a century-old, great problem. There is a narrow approach. Undoubtedly, this narrow approach cannot bring the problem to a solution. As a result of what did the guerrilla emerge on the stage of history? If this is not addressed well, there will be no deep-rooted solution to the problem either."
Karayılan also used the following statements in the rest of his speech:
"I previously said, 'If Leader Apo is in prison, I cannot tell anyone to lay down their arms and go.' I am at the same point now. But now I can say this: Dear comrade, go, Leader Apo will welcome you. Leader Apo will give you the perspectives for the period. That is, if Leader Apo gets involved, welcomes the friends, holds meetings, and convinces them, then it will happen. We are ready to move this struggle from the ground of war and weapons to the ground of politics and law. We want to end this war, and this is our sincere approach."
