Serious developments are taking place regarding the "Hal Law," which has been on the agenda for a long time. The government has largely completed its work on the Hal Law, which has been under discussion for an extended period. The draft law, which includes measures to prevent tax evasion and will impose quotas on chain supermarkets, is expected to be presented to the Parliament at the beginning of the year.
There is significant progress in the 'Market Law', which comes to the agenda every time vegetable and fruit prices trigger inflation. The draft law expected to come to the Parliament at the beginning of the year will eliminate some intermediaries, lower prices in the market, and ensure price stability. According to the news in Yeni Şafak, the draft law brings four important regulations.
Regulations will be made for traders selling fruits and vegetables outside the market. A requirement will be introduced for traders outside the market to obtain a license certificate based on certain criteria.
INTERMEDIARIES WILL BE OBLIGED TO ENTER THE REAL PRICE INTO THE SYSTEM
Steps have also been taken in the regulation to prevent tax evasion. Those who enter the fee for the Market Registration System at a low rate will be scrutinized. The license certificate of traders outside the market who enter the fee lower than the value of the goods to pay less tax will be suspended, halting their commercial activities. Thus, intermediaries will be obliged to enter the real price they receive from the field into the system.
CHAIN STORES WILL HAVE A QUOTA
Sales among commission agents within the market will be prohibited. With the regulation aimed at increasing the competitive environment, a quota will be introduced for chain stores to purchase products directly from producers. Initially, chain stores will source 20% of the products they purchase directly from producers. While it is planned to gradually increase this amount, it is anticipated that producers will lower their prices.
FREE LAND OPPORTUNITY FROM THE GOVERNMENT
According to the work done, it will also be possible to allocate 25% of the space within the market to producer organizations. If producer organizations wish to establish a market, they will be able to obtain free land from the government.
