The Ministry of National Education (MoNE) is preparing to restructure the measurement and evaluation system in education in 2027. Within the scope of the new system, artificial intelligence will be used in scoring open-ended questions, and students' academic skills will be measured electronically. While digital education platforms are being developed, educational administration will also be regulated as a professional profession, and certificate programs will be implemented for school administrators.

According to information taken from the 2027 Presidential Annual Program, the Ministry of National Education (MoNE) will establish an assessment and evaluation system based on individual development and covering the long-term learning process. The assessment and evaluation system will be structured by the Ministry on a competency-based basis at all levels of education.

Teacher training will be carried out to improve the professional competencies of classroom teachers working in primary schools. Materials containing examples of process-oriented and game-based activities that teachers can use in classroom assessment and evaluation processes will be prepared.

Within the scope of the Türkiye Century Education Model, "school-based monitoring" including multiple-choice and open-ended questions in the fields of Turkish, mathematics, and science at middle and high schools will be implemented, and students' levels will be determined through learning outcomes.

RESEARCH TO BE CONDUCTED IN ELECTRONIC ENVIRONMENT

Information and communication technologies will be actively used in assessment and evaluation. The Academic Skills Monitoring and Evaluation (ABİDE) research, carried out in 2-year cycles and aiming to determine the competencies of students at the 4th, 8th, and 10th grade levels to use the knowledge and skills they have acquired during their education in daily life and to measure their cognitive competence levels, will be conducted electronically as e-ABİDE.

The levels at which middle school students acquire the digital skills gained in the information technologies and software course will be revealed, and new methods suitable for technological developments will be applied in the evaluation of central exams.

ARTIFICIAL INTELLIGENCE TO BE USED

At the same time, answers to open-ended questions will be scored using artificial intelligence. In order to improve the correct and proper use of Turkish, assessment tools for evaluating the four basic skills (reading, writing, listening, speaking) will be developed.

COMPENSATORY WORK TO BE CARRIED OUT

According to the annual program, the education system will be made more resilient and flexible against extraordinary situations, the individualized learning system will be made effective, and distance education infrastructure will be improved. In this context, digital content for foreign language teaching will be made available on the platform.

The contents of the MoNE Individual Learning Platform will be prepared for 11th and 12th grades and uploaded to the system; a learning analytics and artificial intelligence-supported assistant will be developed and integrated with digital education platforms.

Compensatory efforts will be carried out to offset the impact of interruptions to education during extraordinary situations on learning losses. In order to increase and enrich the content diversity of the Education Information Network (EBA), production of content such as instructional materials, educational videos, simulations, enriched books, and TRT EBA TV programs will continue.

EXAMS TO BE HELD IN DIGITAL ENVIRONMENT

In order to make assessment and evaluation in applied education sustainable in extraordinary situations, methods will be diversified, and on-the-job training and practice-based exams will be held in a digital environment.

In order to evaluate educational technology solutions that can contribute to conducting on-the-job training and practice-based exams in a digital environment, thematic meetings will be held with the participation of relevant sector representatives, and the meeting outcomes will be reported.

EDUCATIONAL ADMINISTRATION TO BE ESTABLISHED AS A PROFESSIONAL OCCUPATION

According to the annual program, the teacher training and development process will be restructured in line with needs, starting from pre-admission education and covering all stages such as admission to the profession, professional development, and career development. Thus, the quality and social status of the teaching profession will be strengthened.

In this direction, in order to increase the quality and quantity of teachers' professional development, a collaborative, planned, accessible, sustainable, monitorable, and integrated model with professional practices will be developed, including new approaches such as professional development communities, school-based professional development, and teacher-administrator mobility programs.

The general competencies of the teaching profession will be updated in line with current developments and changing needs, in accordance with the approach envisaged by the Türkiye Century Education Model. The content of the training programs prepared for transition to specialist teaching and head teaching in teaching career stages will be developed to include international developments as well as professional developments, and teachers' competencies will be further increased at appropriate durations and levels.

Educational administration will be regulated as a professional occupation, an institutional structure will be established for training teachers who will serve as school administrators, and administrator certificate programs will be implemented.
