The proposal awaited by retirees is in the Grand National Assembly of Turkey! If accepted, they will receive 25 thousand TL every month.

If the bill submitted to the Grand National Assembly of Turkey for the across-the-board raise that civil servant retirees have been awaiting since 2023 is accepted, approximately 2.5 million civil servant retirees will receive an additional monthly payment of 25,153 TL, covered by the Treasury, non-seizable and tax-free.

A new bill was submitted to the Grand National Assembly of Turkey (TBMM) to close the income gap caused by the flat-rate increase granted to working civil servants in 2023 not being reflected in retirees' pensions. If the regulation, which directly concerns approximately 2,540,000 retired civil servants, is accepted, an additional payment of 25,153 TL will be deposited into retirees' accounts every month without interruption.

SUBMITTED TO THE SPEAKERSHIP OF THE PARLIAMENT ON OCTOBER 20, 2026

A concrete step was taken in the Parliament for the flat-rate increase that retired civil servants have demanded since 2023. The bill submitted to the Speakership of the Parliament on October 20, 2026, envisages that the additional supplementary payment paid to working public officials also be given to retired civil servants and that this increase be permanently reflected in retirees' pensions.

İSA KARAKAŞ: THE INCOME GAP HAS WIDENED OVER THE LAST THREE YEARS

SGK Expert İsa Karakaş, who evaluated the development concerning millions of retirees in detail in his column, stated that the failure to reflect the flat-rate increase granted to working public personnel in 2023 in retirees directly affected approximately 2,540,000 retired civil servants. Karakaş emphasized that purchasing power has seriously declined over the past three years and that the income gap between working civil servants and retirees has widened.

Drawing attention to the background of the process and the reactions from retirees, Karakaş used the following statements: “‘The flat-rate increase given to civil servants will be reflected exactly in retirees as well.’ A promise was made. The flat-rate increase, which was 8,077 TL, is today 25,153 TL on the payslip of a working civil servant. In a retired civil servant's salary, however, it is =0= TL... It was definitely promised… Three whole years have passed. The Directorate of Communications' posters have faded. Social media posts have gathered dust. But that promise somehow never entered the retiree's pocket. The retired civil servant is still waiting. Today, the retired civil servant holds those promises in his hand like a promissory note. He is demanding from his state the flat-rate increase payment that reaches 25,153 TL.”

AN ADDITIONAL MONTHLY PAYMENT OF 25,153 TL FOR RETIREES IS ON THE TABLE

The first article of the bill submitted to the Speakership of the Parliament includes adding a new additional article (Additional Article 25) to Social Insurance and General Health Insurance Law No. 5510. If the regulation becomes law:

  • The additional payment of 25,153.05 TL, corresponding to the current flat-rate increase paid to working civil servants, will also be paid to retired civil servants on a file basis.
  • No tax deduction will be applied to this additional payment.
  • The amount cannot be seized in any way, and its financing will be covered directly by the Treasury.

PERMANENT REFLECTION IN THE BASE PENSION IS AIMED

The second article of the proposal aims to ensure that the payment is not limited to temporary support but is directly included in the salary structure. With the amendment proposed to Additional Article 40 of Decree-Law No. 375, it is envisaged that the additional amount be added to the amount taken as the basis for the retirement pension and to the premium-based earnings. In this way, it is aimed to provide permanent and broad-based protection in the income balance of both employees and retirees.

The other articles of the proposal determine the procedures for the regulation to enter into force without delay and be implemented after its adoption by the General Assembly of the Parliament.
