The AKP submitted the Turkey Justice Academy Law Proposal to the Presidency of the Grand National Assembly of Turkey (TBMM). AKP Group Deputy Chairman Abdulhamit Gül stated that an 'Education Board' and a 'Legal Research Center' will be established within the Turkey Justice Academy, saying, "The pre-professional training process of judicial members will further strengthen the judiciary. No matter how good the laws you enact are, the best implementation is the best reform." The AKP submitted the law proposal regarding the Turkey Justice Academy, which was closed in 2018 after the July 15 coup attempt, re-established by a presidential decree in 2019, but whose decree was annulled by the Constitutional Court, to the Presidency of the TBMM. Holding a press conference in the TBMM regarding the proposal, AKP Group Deputy Chairman Abdulhamit Gül began his speech with evaluations related to the agenda. NEW CONSTITUTION INITIATIVEGül stated: "The calls of our esteemed President and the MHP Chairman Mr. Devlet Bahçeli are of vital importance for Turkish democracy, the survival and future of our country, independence, and future. We believe that the ultimate point of these calls, which will strengthen our internal front, is that the most important guarantee in legal terms is the new constitution. It is clear that this Constitution, which has turned into a patchwork quilt and has been debated since the date of its acceptance, will not carry Turkey into the future. For this reason, a new constitution that is civil, pluralistic, and accepted by all parties through consensus is a necessity for Turkey. Our wish for 2025 is for our country to attain a new constitution in the new year. In this regard, our Gazi Assembly has the power, strength, and will to enact this constitution, which will carry the unity where everyone's freedoms are guaranteed, and everyone can say 'this is my constitution' into the coming centuries. I believe this is also the expectation of our nation. I reiterate that this new constitution, which will strengthen our internal front, is a necessity for our country." "THE RULE OF LAW IS ONLY POSSIBLE WITH AN EFFECTIVE JUDICIARY"Providing information about the Turkey Justice Academy Law Proposal, Gül stated: "Especially the principle of the rule of law is essential, not only for all state institutions to act in accordance with the constitution, laws, and legal norms but also for the legislation to be created according to universal law and democratic standards. One of the most important conditions for being a rule of law is only possible with a fair, independent, impartial, and effective judiciary system. The existence of such a judicial system requires the training of judges and prosecutors who are committed to law and human rights, impartial, independent, and make decisions with free conscience; who adopt professional ethical principles and can respond to the justice needs of society. For this reason, a law proposal regulating the 'Turkey Justice Academy Organization' has been prepared, taking into account international documents, reports, and good examples in comparative law. Regarding the proposal, there are significant regulations aimed at strengthening the capacity of the Turkey Justice Academy, considering its current structure. An 'Education Board' is being established for educational and training activities. This Education Board is also being formed with a pluralistic structure. Representatives from the Supreme Court, Council of State, HSK, YSK, appellate and first-instance courts, as well as universities will participate in this process.
