The Governor's Office stated, "The fundamental characteristics of the Republic, the indivisible integrity of the state with its country and nation, national security, the maintenance of public order, and the prevention of actions that are directly and clearly deemed to create the conditions for restrictions and prohibitions as stipulated in our Constitution and laws, are aimed at preventing acts of attack, preventing terrorist acts and crimes, protecting the rights and freedoms of others, and preventing possible provocations and potential social events that may occur; Gatherings intended to be held in open areas, all kinds of outdoor meetings and indoor meetings, rallies, marches, press statements, hunger strikes, sit-ins/vigil actions, setting up stands, establishing tents, drone filming activities, conducting surveys, distributing leaflets/brochures, hanging posters/banners, etc., all actions aimed at participating in the aforementioned actions/events, the entry of individuals/vehicles understood to have come from other provinces into our province; the exit of individuals/vehicles understood to have departed from our province from our provincial borders; additionally, in this context, the use of our province's route for transitions to other provinces for the purpose of participating in the specified actions/events; in accordance with the provisions of Articles 17 and 19 of the Law on Meetings and Demonstrations No. 2911 and Article 11 of the Provincial Administration Law No. 5442; except for events deemed appropriate by the Governor's Office and the District Governor's Office, it has been prohibited for a period of 10 days from 07:00 on Thursday, November 14, 2024, until 23:59 on Sunday, November 24, 2024, within the borders of Mardin province (including the city center, districts, and all areas of responsibility of the Police and Gendarmerie)."
