As part of the operation targeting CHP municipalities, a detention order has been issued for 47 individuals, including the mayors of Büyükçekmece, Avcılar, and Gaziosmanpaşa. The most notable name among those detained in the fifth wave of the operation is Hasan Akgün, the Mayor of Büyükçekmece. Akgün has been serving as the Mayor of Büyükçekmece since 1994 and has been elected for seven consecutive terms.
According to the Istanbul Chief Public Prosecutor's Office, a total of 47 people have been issued detention orders within the scope of four separate investigations, including "corruption" and "Aziz İhsan Aktaş criminal organization" investigations against the Istanbul Metropolitan Municipality (IMM), as well as corruption investigations related to the Beşiktaş Municipality's October 29 expenditures and corruption investigations against the Büyükçekmece Municipality.
A LARGE NUMBER OF MAYORS HAVE BEEN DETAINED
Among those with detention orders are; Gaziosmanpaşa Mayor Hakan Bahçetepe, Avcılar Mayor Utku Caner Çaykara, Ceyhan Mayor Kadir Aydar, Seyhan Mayor Oya Tekin, Büyükçekmece Mayor Hasan Akgün, IMM Ağaç A.Ş. General Manager Ali Sukas, Beylikdüzü Deputy Mayor Veysel Erçevik, IMM Deputy Secretary General Erdal Celal Aksoy, ISFALT General Manager Burak Korzay, Beşiktaş Deputy Mayor Ozan İş, Avcılar Deputy Mayors Erhan Daka and Mehmet Mandacı, as well as Büyükçekmece Deputy Mayor Rıza Can Özdemir, and Büyükçekmece Deputy Mayor Ömer Kazancı. It has been reported that searches and investigations at the addresses of the municipalities and the suspects with detention orders are ongoing.
THE MOST STRIKING NAME OF THE OPERATION
Hasan Akgün, who is said to have also supported Ekrem İmamoğlu during his term as the Mayor of Beylikdüzü and during the IMM candidacy process, was detained this morning. The Mayor of Büyükçekmece, Hasan Akgün, who previously stated that he has not been involved in any unethical processes related to corruption allegations, has been serving as the Mayor of Büyükçekmece since 1994.
WHO IS HASAN AKGÜN?
Born in 1955 in the Araklı district of Trabzon, Akgün completed his primary education in the Kaynarca district of Adapazarı. Continuing his secondary education at Florya Şenlikköy Middle School, Akgün graduated from Yeşilköy 50th Year High School and then graduated from Istanbul Foreign Languages College in 1979.
Akgün began his municipal career in 1975, serving as the Director of the Writing Department and Deputy Mayor at the Sefaköy (Küçükçekmece) Municipality between 1975-1980. Between 1979-1988, he gained expertise in urban planning and local government by participating in the "Urban Planning and Management of Municipalities" program at the Middle East Public Administration Institute.
In 1981, he was among the founders of the Istanbul Municipality Küçükçekmece District Municipality Branch Directorate and took on the role of Deputy Director. In 1984, he played an active role in the organization of the Istanbul Metropolitan Municipality and Bakırköy Municipality within the framework of the metropolitan municipality model, which was implemented for the first time in Turkey. In 1986, he was appointed as the Deputy Mayor of Büyükçekmece.
Between 1989-1993, he studied local government practices in France, Germany, and Belgium, comparing these experiences with the systems in Turkey. Continuing his academic work, he completed his master's thesis titled "Universal Development of Municipalities and Analysis of Their Budgets" at Istanbul University Faculty of Business in 1992, and in 1996, he completed his doctoral thesis titled "Büyükçekmece in the Urban Development Process." In this study, he examined coastal planning in France and Spain and compared it with practices in Turkey.
Elected as the Mayor of Büyükçekmece in the 1994 local elections, Akgün won the Büyükçekmece Mayoral elections consecutively 7 times from 1999 to 2024. Continuing his academic work during his mayoral term, Akgün focused particularly on local elections and local governments. His studies comprehensively addressed Turkey's political history, current political situation, and political struggles.
Akgün was involved in the establishment of the Marmara Municipalities Union, Turkey's first Municipalities Union, founded in 1975, and served as the president of the union between 2002-2004. Continuing his role as the Deputy Chairman of the Marmara Municipalities Union, Akgün also holds positions as a member of the Turkish Municipalities Union Council and a member of the Turkish National Delegation to the Congress of Local and Regional Authorities of the Council of Europe.
