The Turkish Grand National Assembly's General Assembly, in its sessions starting May 5, will discuss a bill containing regulations on exorbitant site fees. The proposal will subject business projects to the approval of condominium owners, impose title deed restrictions on cooperatives, and impose heavy penalties on unlicensed buildings. While support for the earthquake zone will be protected, some application deadlines will be extended to July 31, 2026.

The Turkish Grand National Assembly General Assembly will begin its weekly work on Tuesday, May 5. The General Assembly will continue discussions on the "Draft Law Amending the Land Registry Law and Certain Laws," which includes regulations on excessive site dues.

According to the draft, whose first 16 articles have been adopted, the operating project will be approved at the general assembly of condominium owners. In the absence of a project, the manager will prepare a temporary operating project to be approved by the board within 3 months at the latest. If an existing operating project is in place, the determined fee will be updated annually not exceeding the revaluation rate and submitted for the approval of the condominium owners.

TITLE DEED LIMIT FOR COOPERATIVES

Housing cooperatives with ongoing construction in stages will not be able to complete the title deed transfer of residences and workplaces until all projects are finished.

FIRE INSPECTION AND CONCRETE PENALTY

In buildings open for use, fire safety checks will be conducted periodically upon application. Those who supply concrete for use in unlicensed buildings will face an administrative fine of 500,000 Turkish lira. In the building inspection system, projects involving inspectors will be tracked electronically, and names and signatures will not appear on permits. Additionally, if concrete tests are found not to comply with standards, producers will be subject to a fine of 500,000 Turkish lira.

SPECIAL REGULATION FOR EARTHQUAKE REGION

Grants and loans provided to rights holders in areas affected by the Kahramanmaraş-centered earthquakes cannot be transferred, used as collateral, or seized. Application and payment periods for the sale of 2/B lands and treasury-owned agricultural lands will also be extended until July 31, 2026.

KARAHAN TO MAKE A PRESENTATION

Fatih Karahan, Governor of the Central Bank of the Republic of Turkey, will make a presentation on monetary policy and Bank activities at the TBMM Planning and Budget Commission. Meanwhile, the TBMM commission established to investigate school attacks will also convene. Political party groups represented in Parliament will hold their group meetings on Tuesday and Wednesday.
