Minister of Transport and Infrastructure Abdulkadir Uraloğlu said, "We will extend the deadline to obtain the SRC-Courier Professional Qualification Certificate and courier activity certificate until January 1, 2027."

Minister of Transport and Infrastructure Abdulkadir Uraloglu made an announcement affecting approximately 1 million people. Uraloglu made a statement about the regulations to be implemented for moto-couriers in the Highway Transport Regulation.

SRC-COURIER PROFESSIONAL QUALIFICATION CERTIFICATE PROCUREMENT PERIOD EXTENDED

Minister Uraloglu recalled that with the amendment made to the Highway Transport Regulation on May 15, 2025, courier operator activities were defined for the first time. Stating that the definition of courier, scope of courier shipments, quantity of shipments that can be carried, and the procedures and principles that couriers must comply with were determined within the scope of the regulation, Uraloglu said, 'We also implemented regulations regarding that couriers cannot make any delivery time commitments.'

Stating that with this regulation amendment, the SRC-COURIER certificate requirement was introduced to ensure couriers act in accordance with traffic safety and meet their professional qualifications, Uraloglu said, 'We had set a 1-year transition period for this certificate. Taking into account the needs of our sector, we will extend the procurement period for the SRC-COURIER professional qualification certificate and the Courier Activity Certificate until January 1, 2027. Work continues for the publication of this regulation in the Official Gazette.'

'OVER 103 THOUSAND COURIER OPERATORS ISSUED AUTHORIZATION CERTIFICATES'

Uraloglu also reminded that a 95 percent discount on authorization certificate fees was provided to quickly register courier activities, and stated that there has been a significant increase in registration in the sector over the past year. Minister Uraloglu included the following statements in his announcement:

'In the one-year period since the regulation came into effect, we have issued authorization certificates to a total of 103,493 courier operators. A total of 106,077 vehicles were registered under these authorization certificates. The number of moto-couriers operating with one vehicle reached 100,876.'

Providing information on the distribution of vehicles used, Uraloglu noted that 91,777 of the vehicles were motorcycles, 5,710 were mopeds, 8,325 were vans, and 265 were cars.

Stating that the average vehicle age was highest in the Central Anatolia and Eastern Anatolia regions at 3.6 years, Uraloglu said the lowest average vehicle age was in the Mediterranean Region at 3 years. Uraloglu also noted that 85.7 percent of the vehicles used were under 5 years old.

'MOST AUTHORIZATION CERTIFICATES WERE ISSUED IN THE MARMARA REGION'

Making assessments on the regional distribution of authorization certificates, Uraloglu stated that the most authorization certificates were issued in the Marmara Region. Uraloglu said, 'In our Marmara Region, 54,230 authorization certificates were issued, and 55,578 vehicles were registered under these authorization certificates.'

Stating that the top 5 provinces with the most authorization certificates were Istanbul, Ankara, Izmir, Antalya, and Bursa, Uraloglu said the province with the fewest authorization certificates was Tunceli.
