With the decision published in the Official Gazette, an 8% Special Consumption Tax (ÖTV) has been imposed on yachts, boats, and pleasure vessels. The tax rate, which was previously zero, will now also be applied to marine vehicles. In another decision published in the same issue, the fees for carrying and possessing firearms have been doubled; the annual carrying permit fee is now 31,600 TL, the possession permit fee is 50,565 TL, and the license for smoothbore firearms is 1,225 TL.

With the Presidential Decision published in the Official Gazette dated September 6, 2025, the Special Consumption Tax (SCT) rate for yachts, boats, and pleasure vessels has been set at 8%. The previously zero tax rate will now also be applied to marine vehicles with this regulation.
MINISTRY OF FINANCE WILL BE RESPONSIBLE
The Ministry of Treasury and Finance will be responsible for the implementation of the decision that came into effect with the signature of President Erdoğan. The regulation covers certain goods listed in the (II) list attached to the Special Consumption Tax Law No. 4760.
MARINE VEHICLES SUBJECT TO SCT;
With the new regulation, the following vehicles will be subject to 8% SCT:
- Pleasure vessels not exceeding 18 gross tons
- Passenger and pleasure ships
- Yachts, boats, and similar marine vehicles
- Recreational and sports boats (excluding rowing boats and inflatable canoes)
BIG INCREASE IN WEAPON LICENSE FEES
With another decision published in the Official Gazette, the fees for carrying and possessing firearms have also been increased.
- The annual fee for the firearm carrying permit has increased from 15,800 TL to 31,600 TL,
- Possession permits have increased from 25,282 TL to 50,565 TL,
- Shotgun licenses have been raised from 611 TL to 1,225 TL.
