Residents claimed that a 67-year-old woman, who is said to live alone in Esenler, has been making noise by banging pots and pans intermittently for about 20 years and allegedly pouring a mixture of urine and vinegar onto the street. They requested that the woman, whom they suggested has psychological issues, be treated.

It has been learned that R.V., who lives alone on the top floor of a four-story building located on Cami Street in Turgut Reis Neighborhood, has been causing concern among the residents by making loud noises in his home and banging pots and pans from his window and balcony, as well as pouring liquid onto the street.

HAS BEEN BANGING POTS AND PANS FOR 20 YEARS

Neighbors claim that the incidents have been ongoing intermittently for about 20 years, recording the situation with their mobile phone cameras and sharing it on social media, asking for a solution. Those living in the adjacent apartment stated that their children are scared due to the noises coming from the house, while some neighbors claimed that R.V. has been pouring a mixture of urine and vinegar from the window and balcony. Neighbors, who argue that the problem is not just noise, suggested that R.V. has psychological issues and requested that he be treated.

"HE IS THROWING WATER ON PEOPLE PASSING BY THE NEIGHBORHOOD"

One of the neighbors, R.Y., said, "We have a neighbor next door who is very disturbed psychologically. Since his family has not intervened, his illness has progressed. He has started to harm neighbors and those around him. He bangs pots together and throws water on people passing by the neighborhood."

"MY 2-YEAR-OLD CHILD HAS BEEN TRAUMATIZED"

R.Y. stated, "I live next door. I want to put my children to sleep in a separate room, but since the room is adjacent to his, my children are scared and do not sleep there. My 2-year-old child has been traumatized. Because he constantly bangs on the walls, my child has started waking up in fear. My 13-year-old and 9-year-old daughters cannot sleep in the room. We are also very disturbed by the noise. He never sleeps until the morning. He constantly bangs on the walls, hits the stairs, throws water outside, sprays water with a hose, and throws water on our spouses. In fact, when we reacted, he started cursing at us. He needs to be treated. It would be good if our state intervenes. It would be good if our voice is heard," he said.

"HE HAS BEEN OUR NEIGHBOR FOR 20 YEARS, SAME PROBLEMS FOR 20 YEARS"

Another neighbor, S.K., said, "He has been our neighbor for 20 years, and the same problems and complaints have persisted for 20 years. We do not think he has a psychological disorder; he does this consciously. Because even before we moved here, he caused problems for many people. Some neighbors have moved because of this situation. He pours water on the street and bangs pots. Then he says ridiculous things like 'You are possessed, you are perverted.' We are disturbed by him. If he is being rehabilitated, that's fine, but if not, something needs to be done about it; we are very disturbed."

"IT IS DEFINITELY NOT CLEAN WATER"

S.K. claimed that the water being thrown is not clean, saying, "There is urine and vinegar in the water. When he pours it, the smell spreads, and it becomes clear what it is; it is definitely not clean water. It comes to the windows and falls on people walking on the street. The foul smell attracts insects and flies. We are disturbed by this situation in every way," he expressed.

Another resident, D.B., said, "I have been living here for nine years. For nine years, we have witnessed him pouring water outside with a bucket, and it is not a small amount. He pours it on anyone passing by. He makes loud noises by banging pots together day and night, disturbing people."

"WE CAN'T EVEN USE THE ROAD IN FRONT OF HIS WINDOW"

D.B. stated, "Neighbors have fought many times about this issue, but he does not take it seriously at all. His children have not brought a solution to this issue either. We have complained many times, but they have not taken any action. He needs to be hospitalized and treated. He is a person with serious psychological issues. We are all very victimized by this situation. Many times, the water he has poured has fallen on us and our children. We can't even use the road in front of his window anymore. Even when we go to a grocery store, we take a longer route to avoid passing by."

"WE WAKE UP FROM OUR SLEEP AT NIGHT"

D.B. noted that the noise continues at night, saying, "He bangs on the walls inside the house, disturbing the neighbors living next door. People cannot even sit comfortably in their own homes because of his noise. They cannot sleep peacefully at night. The sounds he makes are extremely loud. We wake up from our sleep at 1, 3, or 5 o'clock. It doesn't matter. His goal is to disturb everyone. He has psychological issues," he said.

"IF SOMEONE COMPLAINS, HE STARTS DOING IT MORE"

D.B. mentioned, "There used to be a ventilation pipe right next to the building, and he used to hit it very hard, making noise. We complained and had it removed. Now, when nothing is happening, he goes out with his pots to the window but does not show his face much. If someone complains, he starts doing it more. As a reaction, he hits harder and pours more water. A bucket is not enough for him; for example, he uses a hose," he expressed.

"HE HAS SOME BELIEFS AND SITUATIONS HE CREATES IN HIS OWN WORLD"

D.B. concluded, "He has some beliefs and situations he creates in his own world. He performs different rituals to protect himself against these. I don't know what he believes he is protecting himself from by making loud noises; he has a different belief, I don't know anymore," he said.
