Inspections have been tightened for those who underreport the sale price of real estate in the title deed to pay lower fees; starting from 2026, the tax loss penalty will be increased to 100%, and the Revenue Administration has begun sending notifications to title deed owners for suspicious transactions.
A new era has begun for those who declare the value of houses, land, and plots low in property sales to pay less title deed tax. Under the regulation that came into effect in 2026, the penalties imposed on those who declare a low value in the title deed have been significantly increased. In this context, it was stated that the Revenue Administration (GİB) has started sending notifications to the addresses of property owners for suspicious transactions.
PENALTY RATE INCREASED FOURFOLD
With the new regulation, the tax loss penalty applied in cases of underreporting in the title deed has been increased from 25% to 100%. Thus, the penalty rate has been increased by approximately four times.
CAUGHT IN THE FINANCE RADAR
According to the news in Milliyet; In real estate sales, 4% of the declared sale price is paid as title deed tax. It was known that some buyers and sellers who wanted to pay a lower tax declared the sale price below its actual value. This practice has caught the attention of the Finance Ministry. It was expressed that notifications were sent by the Revenue Administration to both the buyer and the seller for transactions where the actual sale value was not reported. It was also observed that some citizens shared the notifications they received on social media.
15 DAYS GRANTED
In the notifications sent by GİB, the parties were given 15 days to provide an explanation regarding suspicious transfer transactions. During this period, it was reported that buyers and sellers must apply to the Audit Coordination Directorates affiliated with the Tax Offices to make their defense. Authorities emphasize that declaring the actual sale price in title deed transactions is a legal obligation and that underreporting will result in severe financial penalties.
