After the provocation by Mesud Barzani in Cizre, another scandal came from Nechirvan Barzani. The President of the Kurdistan Regional Government, Nechirvan Barzani, stated that the new administration in Syria should have a decentralized structure, saying, "The SDF has paid an extraordinary price. It cannot be expected for them to lay down their arms without a guarantee of integration."

Pointing out Syria's multinational and multicultural structure, Barzani said, "The decentralization of power is vital for Syria. Christians, Druze, Yazidis, Alawites, Kurds, secular Sunni Arabs, and all other groups must be fully represented in the new Syria."

Speaking about the integration of the Syrian Democratic Forces (SDF), the Syrian extension of the PKK/YPG, into the Syrian army, Barzani stated,

"These forces have paid extraordinary prices. You cannot expect them to lay down their arms or return to society without a guarantee of integration."

Barzani asserted that a decentralized structure would create a "vital balance element" against Shara's power balance.
