In 2026, discrepancies between sale prices and records will be monitored more closely; it will be mandatory to declare the "actual sale" price in title transactions. Starting from February 1, 2026, the aim is to prevent the publication of real estate listings for sale without e-Government authorization under the EIDS framework.

The long-standing habit of "declaring a low value on the title deed" in real estate is becoming more visible in 2026 with strict inspections and digital verification steps. Both the declared amount in the title deed tax calculation and the authorization processes for sales announcements will be highlighted through e-Government.

ATTENTION BUYERS AND SELLERS! NEW ERA IN TITLE DEEDS

Starting from 2026, inconsistencies between the "actual sale price" and the declared amount in the title deed will be monitored more closely in real estate sales. With the tightening of money transfer audits from MASAK, the expectation for the sale price to be consistent with banking transactions and official records is strengthening.

TITLE DEED TAX REMAINS AT 4%: DECLARATION BASED CALCULATION

The title deed tax rate continues to be collected at a total of 4% of the sale price (usually shared between the buyer and seller). In the new era, the risk is that attempts to reduce the tax with low declarations such as "slightly above the market value" will become easier to detect.

REVOLVING CAPITAL FEE CONTINUES, AMOUNT IS NOT A SINGLE DIGIT

The revolving capital fee collected in title deed transactions has been updated with the 2026 tariff. However, this fee can vary based on factors such as the tariff and "regional coefficient" rather than being a single fixed amount for each transaction; current items are listed in the official tariff schedule published by TKGM.

NO ANNOUNCEMENTS WITHOUT E-GOVERNMENT AUTHORIZATION STARTING FEBRUARY 1

Under the Ministry of Commerce's Electronic Announcement Verification System (EİDS), property owners wishing to sell their property can grant announcement authorization to real estate businesses through e-Government. This authorization aims to prevent announcement entries without it. The system aims to reduce grievances such as fake announcements, duplicate announcements, and deposit fraud.

According to official correspondence reflected to the public, it is planned to mandatory implement authorization verification for sale announcements of real estate, including residential properties for sale, starting from February 1, 2026.
