The first MASAK report prepared within the scope of the Alihan Kuris Criminal Organization investigation revealed the multi-billion lira money flow between companies. The transaction volume of Güleryüz Jewelry exceeding 66.2 billion TL, its cash deposits of 26.2 billion TL, the outflow of more than 8 billion TL from Istanbul Hisar Tourism, and the rapid conversion of millions of dollars from abroad into cash drew attention. MASAK stated that some transactions may have been carried out in an organized manner.

The first 168-page MASAK report, prepared within the scope of the Ankara Chief Public Prosecutor's Office investigation into the formation publicly known as "Süleymancılar," revealed the multi-billion lira money traffic between the companies and organizations within the scope of the investigation.

BILLIONS OF LIRAS OF DARK MONEY TRAFFIC DECIPHERED

In the report; Güleryüz Kuyumculuk's banking transaction volume exceeding 66.2 billion TL and cash deposit transactions of 26.2 billion TL, cash outflows exceeding 8 billion TL from İstanbul Hisar Turizm, the only 34 thousand TL bank movement of İstanbul Hisar Sağlık Yatırım with a capital of 1 billion 358 million TL, the withdrawal of millions of dollars coming from abroad as cash within a short time or their transfer to other companies, and the high-volume bidirectional trade between companies drew attention. MASAK, evaluating together the cash inflows whose source requires explanation, the rapid money transfers between companies and foundations, and the transactions whose compatibility with commercial records is questioned, noted that suspicion arose that some financial transactions "may have been carried out as a result of organized work." Moreover, the 168-page report constitutes only a part of the financial aspect of the investigation; it is stated that MASAK has prepared new reports regarding other individuals and companies.

MASAK Report

TRANSACTION VOLUME OF 66.2 BILLION TL AND CASH DEPOSIT OF 26.2 BILLION TL

The banking transaction volume of Güleryüz Kuyumculuk Turizm ve Otomotiv AŞ for the 2017-2026 period was calculated as 66 billion 211 million TL in the MASAK table.

In the same period, while 17.26 billion TL cash inflows and 18.32 billion TL cash outflows were recorded, the total cash deposited into company accounts was 26 billion 213 million TL, and the total cash withdrawals were 4 billion 415 million TL.

Especially in 2023, cash deposits of 2 billion 89 million TL and cash withdrawals of 1 billion 556 million TL were recorded, while in 2024, cash deposits of 1 billion 417 million TL and cash withdrawals of 826 million TL were recorded.

CASH OUTFLOW EXCEEDING 8 BILLION TL ABROAD FROM A SINGLE COMPANY: SAUDI ARABIA AND UAE AT THE TOP

One of the most striking sections of the MASAK report was the foreign country-linked money movements of İstanbul Hisar Turizm ve Ticaret AŞ. In the report, the company's foreign country-linked transactions of 1 million TL and above were listed country by country. The total cash outflows linked only to Saudi Arabia and the United Arab Emirates exceeded 8 billion TL.

In transactions linked to Saudi Arabia, cash outflows of 4 billion 863 million 884 thousand 701 TL were recorded, against cash inflows of 189 million 358 thousand TL. Cash outflows linked to the United Arab Emirates amounted to 3 billion 163 million 164 thousand 102 TL, while there were inflows of approximately 18 million TL from this country.

Cash outflows to Israel, Uzbekistan, India, the USA, Kazakhstan, Morocco, and Spain, as well as to the UK, Jordan, Bosnia and Herzegovina, Sri Lanka, Indonesia, Germany, Albania, and other countries were also included in the report tables.

BANK MOVEMENT OF ONLY 34 THOUSAND TL AGAINST A CAPITAL OF 1 BILLION 358 MILLION TL

One of the most striking company profiles in the report was İstanbul Hisar Sağlık Yatırım ve Turizm Ticaret AŞ, established on November 18, 2025. While the company's capital was recorded as 1 billion 358 million 236 thousand 351 TL, the total transaction volume seen in MASAK's banking records remained at only 34 thousand 176 TL. While the company's gross and net sales appeared as zero, it was stated that there were no records of any goods purchases or sales.

MASAK noted that it was observed that most of the capital was used in financing the "subsidiaries" account, but the company in which the company was a partner could not be reached from VEDOP and GİB records. Despite having very high capital, the lack of active commercial life was evaluated as "quite striking" in the report.

MASAK Report Details

CASH WITHDRAWALS AND TRANSFERS TO COMPANIES FOLLOWING MILLIONS OF DOLLARS FROM DUBAI

High-value foreign currency movements coming from abroad in the accounts of Akdeniz Toros were also among the transactions that drew MASAK's attention.

In July 2018, cash inflows of 2.5 million dollars and 2.6 million dollars from FIDATO General Trading were recorded within two days. The next day, cash withdrawal records of 2.6 million dollars, 1 million 183 thousand 550 dollars, and 1 million 316 thousand 450 dollars were seen in the account.

Following an inflow of approximately 2 million 365 thousand dollars originating from Shanghai Omega FZE on January 12, 2017, a cash withdrawal of a similar amount was made the next day.

On September 26, 2019, 2 million 250 thousand dollars came from FIDATO; four days later, a transfer equivalent to 1 million 800 thousand dollars was made to İstanbul Hisar Turizm and 450 thousand dollars to Çamlıca Basım Yayın.

Instead of this heading's current "Dubai and Bahrain" expression, establishing it over the Dubai-linked companies and the "incoming foreign currency-subsequent cash/transfer" chain, which constitute the strongest concrete examples in the report, would be more effective.

MILLIONS OF DOLLARS IN CASH DEPOSITED INTO İSTANBUL HİSAR ACCOUNTS

Many high-value cash deposit transactions were detected in the accounts of İstanbul Hisar Turizm in the 2017-2024 period. In some dollar-denominated cash inflows, it was observed that the statements "deposited on behalf of partner İrfan Yılmaz" and "cash deposited as delivery from partner İrfan Yılmaz" were used.

On June 25, 2024, 2 million dollars; on July 31, 2024, 1.2 million dollars; on January 4, 2024, 1 million dollars; and in December 2023, two separate cash deposit transactions of 1 million dollars each on different dates were recorded.

BILLION-LEVEL PURCHASES-SALES AND SUSPICION OF FAKE INVOICING

It was determined that there was a significant increase, especially in recent years, in the goods purchase and sales volume of Akdeniz Toros Et ve Et Mamülleri Sanayi ve Dış Ticaret AŞ. MASAK separately evaluated the bidirectional occurrence of high-value transactions with some companies.

It was evaluated that transactions in the form of purchasing high-value goods from a company while selling high-value goods to the same company, if they remain outside ordinary commercial justifications such as returns, create an appearance that needs to be investigated in terms of fake invoicing.

MASAK Report Findings

TRANSFERS OF 1 MILLION DOLLARS TO THE ENERGY COMPANY

On November 15, 2022, 989 thousand 800 dollars, equivalent to 18 million 392 thousand TL, were deposited into the Akdeniz Toros account with the statement "cash deposited as delivery from Nurettin Kaya." The next day, 989 thousand 645 dollars were sent to CW Enerji with the statement "advance payment for panel purchase for GES."

On November 7, 2023, 1 million dollars were deposited into the account with the statement "cash deposited by Nurettin Kaya." Two days later, approximately 1 million dollars were transferred to CW Enerji again.

BILLION-LEVEL CASH MOVEMENTS AND NOTEWORTHY STATEMENTS

Billions of liras in cash movements were identified in the accounts of Hisar Sağlık Hizmetleri Eğitim-Araştırma ve Tıbbi Cihazlar AŞ.

In some of the high-amount cash transactions, the statements “Abdullah Özcan Yavuz delivery”, “Deposited by Abdullah Özcan Yavuz”, and “Deposited on behalf of Abdullah Özcan Yavuz by Kasım Arınç” were observed.

MASAK (Financial Crimes Investigation Board) indicated that the source of the high cash inflows, especially those emerging in 2024, needs to be clarified.

CASH CAME IN, MONEY WAS TRANSFERRED TO OTHER COMPANIES

In MASAK records, it was observed that Ümran Eğitim had cash inflows exceeding 1 billion TL and cash outflows amounting to hundreds of millions of liras during the 2017-2026 period.

The report included numerous transaction examples showing that following the cash deposits or funds received from associations and foundations, transfers were made to Çamlıca Basım Yayın, Akdeniz Toros, and other companies on the same day or in the following days.

9.3 MILLION TL FOR “46 CATTLE FOR SACRIFICE” WAS REFUNDED, THE SAME AMOUNT WAS SENT TO ANOTHER PERSON

On June 1, 2026, 9 million 300 thousand TL was sent to Mehmet Toktaş with the statement “Payment for 46 Cattle for Sacrifice”.

The next day, the same amount was returned to the Ümran Eğitim account with the statement “Refund of Incorrectly Received Money”. Subsequently, 9 million 300 thousand TL was sent to Ahmet Seven, this time with the statement “Payment to Producer for 46 Cattle for Sacrifice”.

During the same period, millions of liras in consecutive cash inflows to the company account and high-amount money outflows to various individuals were also recorded.

567 MILLION TL TRANSACTION VOLUME IN THE FOUNDATION: TRANSFERS TO COMPANIES FOLLOWING “DONATIONS” AND OTHER INFLOWS

The banking transaction volume of the Gümüşsoy Sevim Kuran Okutma Vakfı (Foundation) for the 2017-2026 period was recorded as approximately 567 million TL.

Approximately 52.1 million TL was sent from the foundation to Ümran Eğitim in 142 transactions, and approximately 38.9 million TL was sent to Yavuzlar Grup İnşaat in 83 transactions.

MASAK drew attention to the fact that after funds received into the foundation's accounts, cash deposits, and money inflows with “donation” statements, high-amount transfers were made to various companies.

SEQUENTIAL MONEY TRAFFIC BETWEEN COMPANIES AND FOUNDATIONS

Intense connections were observed among the organizations included in the report, particularly Ümran Eğitim, Akdeniz Toros, Çamlıca Basım Yayın, İstanbul Hisar Turizm, Hisar Sağlık, and the Gümüşsoy Sevim Kuran Okutma Vakfı, in terms of both bank transfers and goods purchase-sale records.

The report listed back-to-back transaction chains extending from the foundation to Ümran Eğitim, from Ümran Eğitim to Akdeniz Toros and Çamlıca Basım, and from some foreign currencies received from abroad to İstanbul Hisar Turizm and Çamlıca Basım.

NOTEWORTHY JUMP IN THE FINANCIAL ACTIVITY OF COMPANIES AFTER 2022

MASAK determined that in a significant portion of the examined companies, there was a serious increase in financial transaction volumes and goods purchase-sale amounts, especially after 2020 and more distinctly from 2022 onwards.

Companies receiving money from payment institutions, high cash circulation, cash inflows from partners whose sources require explanation, and the transfer of these funds to other companies within a short period were among the common features highlighted in the report.

Here, saying “a jump in the financial activity of the companies under investigation” instead of “a jump in the financial activity of the organization” adheres more strictly to the report.

CRITICAL FINDING FROM MASAK: SUSPICIOUS FINANCIAL TRANSACTIONS MAY BE THE RESULT OF ORGANIZED EFFORT

In the report of the Financial Crimes Investigation Board, company divisions and transfers associated with the Alihan Kuriş Criminal Organization, funds received from payment institutions, high cash inflows whose sources require explanation, transfers from foundation accounts to commercial companies, mutual high-amount purchases and sales, foreign currency inflows from abroad inconsistent with commercial records, and tax refund records were all considered together.

The Board concluded that there is suspicion that the financial transactions, whose sources are doubtful, may have been carried out as a result of organized effort.

NEW REPORTS WILL COME FROM MASAK

On the other hand, it was learned that the financial dimension of the investigation is not limited to the 168-page report. It was stated that due to the large number of real persons and companies on the examination list submitted by the Ankara Chief Public Prosecutor's Office to MASAK, the current report constitutes only a part of the financial examination within the scope of the investigation.
