The Muğla Governorship has filed a lawsuit regarding the cement factory planned to be established in the middle of the red pine forests, for which the zoning plan was canceled by three municipalities. In a historic first for Muğla, the governorship has applied to the court to suspend the execution of the metropolitan municipality's decision.
The public had revolted against the establishment of a cement factory in the middle of the red pine forests between Muğla Menteşe and Yatağan districts. Lawsuits for the cancellation of the license and plans were filed against the Integrated Cement Factory and Raw Material Quarries Project owned by Muğla Cement Industry and Trade Inc., which began construction in December 2021, on the grounds that it would harm public health, the future, and agricultural production. The "positive EIA" report given to the project was annulled by the lawsuits filed by the local people.
3 MUNICIPALITIES CANCELED ZONING PLANS
In the process, on February 13, 2025, Muğla Metropolitan Municipality canceled the 1/5000 scale Master Zoning Plan. Later, on June 3, 2025, the 1/1000 scale implementation zoning plan within the Menteşe Municipality borders was canceled. Finally, during a council meeting, Yatağan Municipality also decided to cancel the 1/1000 scale implementation zoning plan within Yatağan borders, resulting in the complete cancellation of all zoning plans for the integrated cement factory.
THE GOVERNORATE FILED A LAWSUIT AGAINST MUĞLA METROPOLITAN MUNICIPALITY
After these decisions, a first occurred in Muğla's history. It was revealed that the Muğla Governorate applied to the court on April 22 to suspend the execution of the decision made by Muğla Metropolitan Municipality, which canceled the zoning plans for the cement factory.
