Applications have started for the new urban transformation loan supported by 3 million lira provided for the transformation of risky buildings in Istanbul.

The package, details of which were shared by the Minister of Environment, Urbanization and Climate Change, Murat Kurum, will provide citizens with financing for one year without repayment, with a term of 180 months and an interest rate of 0.69% per month.

The contact offices opened in Üsküdar and Küçükçekmece, where applications for the project have started, attracted interest from the first day. Citizens who wanted to receive face-to-face information about the project visited the contact offices to get information from experts.

Doğukan Doğu, External Finance Consultant of the Urban Transformation Directorate, made statements about the project to AA reporter at the contact office in Üsküdar.

Doğu stated that the project is being implemented with a sustainable financing model, saying, "First of all, the climate and disaster-resistant cities project is a good fortune for Istanbulites. The project is a product of the methodology we developed for sustainable urban transformation. Under the financing, a maximum interest rate of 0.69%, a term of up to 180 months, and support of up to 3 million lira are offered to owners of risky structures." he said.

RIGHT TO ADDITIONAL INTEREST DISCOUNT

Reminding that the interest rate on the loan will decrease according to the citizens' situation, Doğu said, "Additional interest discounts will be applied based on the social and economic conditions of our citizens who apply. There is a 0.25 point discount for citizens who do not have another property. Additional discounts are applied for buildings with an energy identity certificate of B and above. We have discounts for the relatives of martyrs and veterans, as well as for female heads of households. When all discounts are utilized, we can reduce the interest rate to as low as 0.59." he stated.

VALID FOR BUILDINGS THAT HAVE GONE THROUGH DEMOLITION PROCESS SINCE OCTOBER 1, 2020

Doğu noted that the buildings eligible for the project are among the target groups that have gone through the demolition process since October 1, 2020, and that there must be an agreement between the citizen and the contractor for buildings defined as risky structures.

APPLICATIONS THROUGH E-GOVERNMENT

Regarding the details of the application system, Doğu said, "The contractor uploads information and documents regarding the demolition and construction processes of the building to the system using the ARAAD (AFDIS) platform through e-Government. After the technical examinations, we expect citizens to initiate the bank process. The financing amount is kept in blocked accounts in parallel with the entitlements and is transferred to the contractor as construction progresses." he stated.

Doğu mentioned that citizens can benefit from the project for multiple residences, stating, "The 0.25 point interest discount, which is only valid for citizens with a single property, does not apply. Other than that, there is no obstacle." he said.

Providing information about the application channels, Doğu said, "We invite those who want to make a digital application to the 'Urban Resilience' website. Citizens who want to receive face-to-face information can come to our contact offices in Üsküdar Kirazlıtepe and Küçükçekmece Halkalı. Both our citizens and our contractors can get information from our colleagues for all technical details. We invite all owners of risky structures to the project." he stated.

Meanwhile, it has been learned that applications for the project have also opened in İzmir, Kocaeli, and Sakarya, along with Istanbul.
