A bill has been submitted to the Parliament to change the Special Consumption Tax, which significantly affects car prices. The tax rate for hybrid vehicles, which have both internal combustion and electric engines, will be changed. The regulation also grants the President the authority to determine the Special Consumption Tax for electric vehicles. However, the market prices of gasoline-powered passenger cars will not be affected.

The law regulating the Special Consumption Tax (ÖTV) on cars signed by AK Party members has been submitted to the Presidency of the Grand National Assembly of Turkey (TBMM).



Currently, two criteria are used for the taxation of passenger cars powered by fuel: engine cylinder volume and tax base. However, over time, the rapid increase in vehicle values has rendered the applied tax bases insufficient. Although tax rates range from 45% to 220%, due to the exhaustion of the authority to update the tax base, all vehicles are effectively taxed at rates of 80%, 150%, and 220% without distinction between domestic and foreign or high and low values.



4 ÖTV BRACKETS WILL BE HISTORY



If the new proposal is accepted, the ÖTV rates of 45%, 50%, 60%, and 70% for vehicles with internal combustion engines will be eliminated. Today, due to low tax base values, even the smallest vehicles with internal combustion engines are subject to an ÖTV rate of 80%.



ÖTV IS CHANGING FOR HYBRID CARS



The ÖTV rate for hybrid vehicles, which have both internal combustion and electric motors, will change. For those with an electric motor exceeding 50 kW and an engine cylinder volume not exceeding 1800 cc, the ÖTV will be 80%. For those with an electric motor exceeding 100 kW and a cylinder volume not exceeding 2500 cc, the ÖTV rate will increase from 130% to 150%. For those with higher engine volumes and electric motor power, this rate will rise to 220%.



ÖTV IS CHANGING FOR PICKUPS



The ÖTV rate for vehicles used as pick-ups with a maximum loaded capacity not exceeding 3500 kilograms will be increased from the range of 4-15% to 50%.



AUTHORITY FOR ELECTRIC VEHICLES WITH THE PRESIDENT



With the regulation, the President has been granted the authority to determine the ÖTV of electric vehicles based on technical specifications such as battery capacity and range. This authority will allow for the ÖTV burden on electric vehicles to be increased or decreased at any time in the future without the need for a law to be enacted.



WHAT IS THE STATUS OF ÖTV FOR ELECTRIC CARS?



After the regulation made in November 2023, the tax base and rates for electric vehicles were as follows:



For electric vehicles with a motor power of 160 kW and below, and a tax base not exceeding 1,450,000 TL, the ÖTV rate is 10%



For electric vehicles with a motor power of 160 kW and below, and a tax base exceeding 1,450,000 TL, the ÖTV rate is 40%



For electric vehicles with a motor power of 160 kW and above, and a tax base not exceeding 1,350,000 TL, the ÖTV rate is 50%



For electric vehicles with a motor power of 160 kW and above, and a tax base exceeding 1,350,000 TL, the ÖTV rate is 60%.
