The Ministry of Trade has opened for consultation a draft regulation that will establish a comprehensive framework for motor vehicle inspection services. The new regulation will introduce a license requirement, a digital reporting system, and insurance coverage.
The Ministry of Trade has prepared a draft regulation for motor vehicle inspection services, proposing that businesses in this field must obtain an authorization certificate to continue their activities.
In a statement from the Ministry, it was noted that efforts to establish a fair, competitive, and stable market structure in the automotive sector, as well as to increase service quality and consumer satisfaction, are being carried out decisively.
SUBMITTED FOR SECTOR OPINION
The statement indicated that the Draft Regulation on Motor Vehicle Inspection Services was prepared to increase quality, transparency, and reliability in motor vehicle inspection services, prevent unfair competition in the inspection sector, and protect consumer rights, adding that the draft has been opened for the opinions of public institutions and sector stakeholders.
"INSPECTION SERVICES WILL HAVE A COMPREHENSIVE FRAMEWORK FOR THE FIRST TIME"
In the statement, it was pointed out that with the new regulation, inspection services will be brought under a comprehensive legal framework for the first time, using the following expressions:
"With the regulation, reporting standards and processes related to the responsibilities of inspection businesses have been clearly and detailedly arranged. With the regulation coming into effect, businesses providing motor vehicle inspection services will be required to obtain an authorization certificate to continue their activities. Conditions such as having a Turkish Standards Institute Service Competency Certificate, employing a technical responsible person with a professional qualification certificate, and obtaining professional liability insurance will be imposed for businesses to be granted an authorization certificate. Thus, by clarifying conditions for entry and operation in the sector, it is aimed to increase quality and reliability in inspection services and prevent unregistered and unsupervised practices."
INSPECTION REPORTS WILL BE TRACEABLE
The statement noted that with the Vehicle Inspection Information System, a period of standard and digital tracking for inspection reports will begin, and it was stated that until now, inspection reports being prepared independently of a central system and with methods lacking uniformity in application could lead to unfair commercial practices and consumer grievances.
The statement recorded that with the new regulation, to address problems in the sector, the Vehicle Inspection Information System will be established under the Ministry, ensuring that all inspection reports are digital, transparent, and traceable.
In the statement, it was expressed that inspection businesses will be required to record all reports they prepare in this established system, and "This system, which prevents later changes to reports, will eliminate the risk of fake reports. Additionally, our citizens will be able to instantly verify the authenticity of the document via the QR code on the report."
GRIEVANCES WILL BE COMPENSATED
The statement conveyed that with the new regulation, the responsibilities of businesses regarding the inspection reports they prepare will also be clarified.
In this context, it was stated that inspection businesses will be responsible for value differences or repair costs arising from errors, omissions, or hidden defects in the report, and attention was drawn to the fact that possible grievances can be compensated through the insurance that businesses are required to have.
The statement pointed out that the objection process for reports will also be digitized and made transparent, noting the following:
"Our citizens will be able to object through the system within 5 days, and businesses will be obliged to conclude these objections within 3 days and, if necessary, renew the report free of charge. The new regulation will end the confusion of concepts caused by different terms used by different businesses. With the 'common language' standard determined by the Ministry, reports will be prepared with the same technical language throughout Turkey. In addition, while the impartiality of businesses is taken as a basis, subjective interpretations that would direct the buyer or seller will not be allowed in reports. With the regulation, to ensure that inspection services are conducted in compliance with legislation, with quality and reliability, inspection businesses will be audited by the Ministry, and deterrent sanctions such as administrative fines and revocation of authorization certificates will be applied to these businesses. To ensure the sector's adaptation to this change, a certain period will be granted for existing businesses to obtain their authorization certificates."
