In the negotiations of the 8th Term Public Collective Bargaining Agreement concerning civil servants and retired civil servants, an agreement could not be reached regarding the salary increase. Following the application of the Public Employers Committee, the work of the Public Servants Arbitration Board is ongoing. The third meeting of the Public Servants Arbitration Board concluded around 12:50. The Board will hold its fourth meeting tomorrow.

WHAT WAS OFFERED?



Last week, the government updated its proposal, suggesting an increase of 11% for the first six months of 2026 and 7% for the second six months. A total increase of 8% was proposed for the first and second six months of 2027, with 4% + 4%. Additionally, the 1,000 TL base salary increase given on August 15 was also included in the package. However, since this proposal was not accepted by the unions, the process was taken to arbitration.



MEMUR-SEN'S DEMAND



Memur-Sen demanded a 10,000 TL increase in the base salary for 2026, a 10% welfare share, and a 25% increase for the first six months. For 2027, they requested a 7,500 TL base salary increase, with a 20% increase for the first six months and a 15% increase for the second six months. The union's total demand was an 88% increase for 2026 and a 47% increase for 2027.



WHO MAKES UP THE ARBITRATION BOARD?



The board, consisting of 11 members, includes 5 representatives from the unions and 6 bureaucrats and academics representing the public employer. There are 2 representatives from Memur-Sen, 1 from Kamu-Sen, 1 from Birleşik Kamu-İş, and 1 academician designated by Memur-Sen in the board.



TIME IS RUNNING OUT FOR A DECISION



Social Security Consultant Emin Yılmaz stated in a related announcement, "According to Law No. 4688, the Public Officials Arbitration Board must make its decision within five days from the application. Since the first meeting was held on August 22, the decision must be announced by August 27. After that, the decision will be published in the Official Gazette."



THE DECISION WILL BE FINAL



The decision made by the Public Arbitration Board will be final, and the parties will not have the right to appeal this decision. Memur-Sen announced that it would not bring the meeting minutes to the board after the impasse, while the Public Employer Board had taken the process to the Arbitration Board.



HOW MUCH OF AN INCREASE WILL THEY RECEIVE?



Yılmaz stated that, in line with the Central Bank's inflation targets, an additional 1% increase could be made on the government's 18% proposal for 2026, expecting a total increase of 19%. For 2027, he predicted that the government's 8% proposal could result in a 9% level with a 1% revision.
