Final touches on the Terror-Free Turkey law! Special measures for FETÖ members

The final version of the law to be discussed in Parliament regarding the Terror-Free Turkey process is being prepared. According to information gathered by Haberler.com Ankara Representative Şerife Güzel from behind the scenes, it is considered to include the phrase "defunct terrorist organization PKK" to prevent FETÖ members from benefiting from the draft law prepared by the AK Party. The draft, planned to be discussed in Parliament after the NATO Summit, includes regulations that will ensure the dissolution of the PKK.

Final touches are being made on the draft law expected to be brought to the Parliament before the recess regarding the Terror-Free Turkey process. Visits are anticipated to seek support from other parties before the draft, which is being worked on by AK Party legal experts, is submitted to the Parliament Speaker's Office. It is being discussed in AK Party circles that these visits could be carried out by Parliament Speaker Numan Kurtulmuş. The aim is to submit the proposal to the Parliament Speaker's Office with the joint signature of all parties. Additionally, it is stated that the DEM Party Imralı delegation will make another visit to Imralı in the coming days.

MEETING CHAIRED BY CEVDET YILMAZ

The final form of the draft, whose technical work has been completed by legal experts, is being shaped in meetings chaired by Vice President Cevdet Yılmaz, attended by authorized figures from AK Party Headquarters, the Parliament, and the Government. The meetings meticulously focus on ensuring that the forthcoming regulations both enable the complete elimination of the terrorist organization PKK from the historical stage and find a formula that does not create discomfort at points of societal sensitivity.

HOW WILL THOSE INVOLVED AND NOT INVOLVED IN CRIMES BE EVALUATED?

The scope of the framework law is also being repeatedly reviewed in this context. One of the debated issues is whether the enforcement regulations regarding the status of organization members who have not been involved in crimes and those who have been involved in crimes should be included together in the framework law. Alternative formulas were studied while preparing the draft, and the impact of introducing them in two separate laws or a single law was evaluated in detail.

FORMULA EXCLUDING FETÖ MEMBERS: DISSOLVED TERRORIST ORGANIZATION PKK

Concerns that FETÖ members could also benefit from the framework law, which will regulate the complete dissolution of the self-dissolved terrorist organization PKK, constitute another point of sensitivity. To prevent FETÖ members from benefiting from the said law through legal avenues such as the Constitutional Court in the future, it is considered to include the phrase "dissolved terrorist organization PKK" in the legal text. Additionally, in the "purpose" and "scope" sections, it will be emphasized that the law is entirely to determine the administrative and legal framework required by the new situation arising after the PKK terrorist organization's disarmament.

PARLIAMENT'S AGENDA AFTER THE NATO SUMMIT

It is stated that after the meetings where the final form is given to the points that need to be clarified, the proposal text will also be submitted to other political party groups. AK Party officials indicate that support may be sought for submitting the proposal to the Parliament Speaker's Office with a joint signature, similar to the stage of establishing a parliamentary commission on the process, by presenting the proposal text to other parties. In AK Party circles, it is noted that these visits could be made by Parliament Speaker Numan Kurtulmuş.

DEM DELEGATION WILL ALSO GO TO İMRALI

DEM Party Parliamentary Group Deputy Chair Sezai Temelli, speaking at a press conference in Parliament, stated, "There appears to be a consensus that this law will come before the Parliament closes," indicating that the search for consensus on this issue is at a positive stage. Temelli expressed that they have discussed the matter within their Party Assembly. Additionally, it is stated that the DEM Party Imralı delegation will make another visit to Imralı in the coming days.
