The process for the "framework law" prepared within the scope of the Terror-Free Turkey initiative is nearing completion. After the holiday, the regulation will be presented to other parties in Parliament, and it is planned to allow a maximum of 2 months for members of the organization who lay down their arms to return to Turkey, and to closely monitor the process to prevent any stalling.

The final stage has been reached for the "framework law" that will completely end terrorism. In the legal regulation regarding the terror-free Turkey process, precautions will be taken against the possibility of applying a stalling tactic regarding the arrival of eliminated organization members to Turkey. A period of one or two months will be granted for those coming to Turkey.

It is expected that the studies carried out by legal staff will be finalized after the holiday and made ready to be presented to other parties in Parliament. Before the largely outlined legal regulation, information from the field indicates that determinations regarding the weapons held by the terrorist organization have largely been made.

WEAPONS HELD BY THE ORGANIZATION ARE BEING LISTED

The work, which essentially inventories the weapons held by the organization, also reveals the numbers regarding how many organization members will come to Turkey. It is stated that by the time the bill is brought to the Parliament's agenda, the field determinations will also be largely completed.

A TIME LIMIT WILL BE SET FOR ARRIVALS

While the procedures regarding the arrival to Turkey of organization members who lay down their arms are listed in the draft law, it is planned to impose a time limit to prevent the organization from employing any stalling tactics. It will be examined how many individuals from the organization have entered Turkey within a period of one or two months. If entries are seen to continue, this period will be extended. However, if entries are limited, the period will not be extended and the door will be completely closed. Thus, while legal procedures are applied for those who come, the state will also do what is necessary for those who remain behind.

WHO WILL HAVE THE AUTHORITY FOR EXTENSION?

If organization members come within this period and entries to Turkey are seen to continue, these periods may be extended. Parliament or the President will be authorized for the extension. A period of 3 years is envisaged for the complete completion of the process.
