Increase scenarios for the minimum wage that will be in effect in 2027 have begun to come to the agenda. Ahead of the Minimum Wage Determination Commission, which will meet in December, increase possibilities in the 30-35 percent range are drawing attention. According to calculations based on the current net wage, the salary is expected to rise to between 36,498 TL and 37,901 TL, while the 33.7 percent increase scenario points to a new wage of 37,536 TL.
Calculations regarding the 2027 minimum wage increase, which millions of employees are eagerly awaiting, have already begun to come to the agenda. Ahead of the Minimum Wage Determination Commission, which will come together in December to determine the wage to be applied in the new year, estimates are being made based on different increase rates. While increase scenarios between 30 percent and 35 percent stand out, it is assessed that the net minimum wage could reach the 36,000 TL to 38,000 TL band.
The new minimum wage, which will be in effect as of January 1, 2027, will directly affect the income of millions of employees. Calculations based on different increase rates for the net minimum wage, currently applied as 28,075 lira 50 kuruş, are drawing attention. In particular, the 33.7 percent increase possibility indicates that the new salary could rise to the level of 37,536 TL.
MINIMUM WAGE DETERMINATION COMMISSION TO MEET IN DECEMBER
In order to determine the minimum wage to be applied in 2027, the Minimum Wage Determination Commission is expected to begin its work in December. The commission, which includes a total of 15 representatives from workers, employers, and the government side, is anticipated to hold at least four meetings as part of the negotiations. The commission is expected to announce its final decision between December 20 and 25, while the new wage to be determined will enter into force as of January 1, 2027.
HOW MUCH IS THE CURRENT MINIMUM WAGE?
The net minimum wage currently applied in Türkiye is 28,075 lira 50 kuruş, while the gross minimum wage is at the level of 33,030 lira. The total amount paid by the employer reaches 40,874 lira when no premium reduction is applied. In determining the new wage, along with the increase to be made, employer costs, the inflation outlook, and economic targets are also expected to be influential.
WHICH RATES ARE BEING DISCUSSED FOR THE 2027 MINIMUM WAGE INCREASE?
In calculations regarding how much the new minimum wage will be, increase rates ranging from 20 percent to 40 percent are being considered.
According to calculations based on the current net wage, the increase amounts that arise under different increase possibilities are as follows:
- 20 percent increase: 5,615 TL
- 25 percent increase: 7,019 TL
- 28.4 percent increase: 7,973 TL
- 30 percent increase: 8,423 TL
- 33.7 percent increase: 9,461 TL
- 35 percent increase: 9,826 TL
- 40 percent increase: 11,230 TL
In calculations based on these rates, with a 30 percent increase, the net minimum wage is expected to rise to 36,498 lira. If a 35 percent increase is made, the new wage is calculated to reach 37,901 lira.
IF A 33.7 PERCENT INCREASE IS MADE, THE MINIMUM WAGE WILL BE 37,536 TL
One of the scenarios that stands out in the 2027 minimum wage calculations is the possibility of a 33.7 percent increase. If an increase at this rate is made based on the current net wage, approximately 9,461 lira will be added to employees' salaries. Thus, it may be possible for the net minimum wage to be in effect in 2027 to rise to the level of 37,536 TL. However, this rate is not yet a finalized increase decision. The final increase rate will become clear after the commission negotiations to be held in December.
HOW WILL INFLATION FIGURES AFFECT THE 2027 MINIMUM WAGE?
Inflation is expected to be one of the most important topics in the minimum wage negotiations. Whether realized inflation or inflation forecasts for the next period will be taken as a basis when determining the new wage is of critical importance. Last year, while a 27 percent increase was made to the minimum wage, realized and expected inflation data were taken into account in the calculations.
A similar approach is expected to come to the agenda in the evaluations to be made for 2027. The announcement of the 2026 year-end inflation forecast as 28.4 percent in the Medium-Term Program (MTP) is among the indicators that stand out in the increase calculations. While the current inflation rate is at 29.7 percent, market expectations indicate that year-end inflation could materialize in the 29-30 percent range.
If the 28.4 percent forecast included in the MTP is taken as a basis for the minimum wage increase, the net wage is calculated to rise to approximately 36,048 TL.
THE AMOUNT ALLOCATED FOR THE MINIMUM WAGE EXEMPTION IN THE 2027 BUDGET DREW ATTENTION
In the process of determining the new minimum wage, the tax exemption amount in the 2027 Central Government Budget Law Proposal is also among the prominent topics. As of January 1, 2022, the minimum wage has been exempt from income tax and stamp tax. The reflection of this practice on the budget is tracked through the tax exemption amounts allocated each year. In the 2027 budget proposal, 1 trillion 460 billion lira in resources is envisaged for the minimum wage tax exemption. In the previous year's budget, this amount was at the level of 1 trillion 92 billion lira. Thus, a significant increase has been planned in the budget size of this item.
