The operation carried out on December 25, 2025, was conducted under the instruction of the Terror Crimes Investigation Bureau of the Istanbul Chief Public Prosecutor's Office. Upon this instruction, within the scope of the investigation carried out by the Istanbul Police Department's Counter-Terrorism Branch; information was obtained that ISIS was planning actions targeting Turkey, especially against non-Muslim individuals, in connection with the upcoming Christmas and New Year events.

As part of the terrorist organization's activities, it was determined that they were in contact with conflict zones, and arrest warrants were issued for 137 suspects, some of whom were wanted for terrorist crimes at both the national and international levels.
