In the investigation into the irregular transfer of 80 real estate properties worth 10 billion TL belonging to the Treasury in Antalya, an operation was carried out against numerous suspects, including National Real Estate personnel, a land registry director, current and former neighborhood headmen (muhtars), and civilians. Of the 21 suspects referred to the courthouse in the investigation, 10 were arrested.
In the Kemer district of Antalya, 10 of the 21 suspects detained and referred to the courthouse as part of the investigation into allegations that 80 real estate properties belonging to the Treasury, valued at 10 billion TL, were transferred to certain individuals and circles, have been arrested.
An investigation was initiated by the Antalya Chief Public Prosecutor's Office based on findings that real estate properties belonging to the Treasury in the Kemer district were transferred to certain individuals and family circles, despite the absence of conditions for entitlement, actual use, and sale, or the presence of legal and factual situations preventing sale, thereby causing public loss and providing unjust economic benefits to private individuals.
TRANSACTION CONTACTS INDICATE AN ORGANIZATIONAL STRUCTURE
MASAK and bank data, HTS and base station records, title deed transactions, ministry inspectorate and preliminary examination reports, expert reports, real estate sale files, technical and physical surveillance efforts, and records obtained through telephone wiretapping were meticulously examined within the scope of the entire investigation. It was stated that the entirety of the findings obtained during the investigation revealed that it is difficult to explain the events through isolated administrative errors or independent irregularities, that there are continuous transaction, communication, money, and real estate relationships between public officials and civilian beneficiaries, and that the actions were carried out within an organizational structure.
THE LEADER OF THE ORGANIZATION IS A NATIONAL REAL ESTATE EXPERT
It was noted that, according to current evidence, the organization acted under the direction and coordination of National Real Estate Expert Gökhan K. in Kemer, with National Real Estate personnel playing a role in the identification of properties, determination of users and rights holders, preparation of sales files, evaluation of obstacles to sale, and registration processes, while the civilian arm played a role in identifying suitable individuals, acquiring properties, transferring them among family or connected individuals, and retaining the obtained economic benefit within the relevant circle.
SALE BASED ON DECLARATION WITHOUT CONDUCTING DETERMINATION
It was stated that the tape recordings obtained include conversations that directly or indirectly support the main claim of the investigation. In a conversation between suspects Gökhan K. and M.K. included in the investigation file, it was noted that statements indicated actions were taken based on declarations without conducting the necessary determination of citizens regarding agricultural discount sales. It was stated that this conversation is significant in that the suspect, by his own account, admitted that transactions were carried out without properly investigating the actual use and entitlement conditions that are decisive for sale.
TITLE DEED DIRECTOR, MUKHTARS, CIVILIANS...
It was stated that 80 real estate properties belonging to the Treasury were under review, and the economic size of these properties reached 10 billion TL. Within the scope of the investigation, an operation was conducted on the morning of August 24 against 27 suspects, including National Real Estate personnel, the title deed director, current and former neighborhood mukhtars, and civilians. In the simultaneous operation conducted at 21 separate addresses in the Kemer, Kepez, and Konyaaltı districts of Antalya, as well as in Adana, Burdur, Isparta, and Nevşehir, 27 suspects were detained. Various amounts of foreign currency and Turkish Lira were seized during the operation.
HOUSE ARREST DECISION FOR 3 SUSPECTS
While 6 of the 27 suspects, whose procedures at the gendarmerie were completed, were released, the others were referred to the courthouse yesterday morning. Two of the suspects were released by the prosecutor's office. In court, 10 suspects were arrested, while house arrest was decided for 3. The others were released under judicial control.

In a statement made after the investigation was announced to the public, Minister of Justice Akın Gürlek said, "State property is the common right of our nation. Whoever uses public office for personal gain, obtains unjust profits through Treasury properties, or acts as an intermediary for this, will be held accountable before the law. The investigation is being conducted from multiple perspectives to reveal all dimensions of the organization and to determine who ultimately received the economic value obtained."
