An examination of the garbage truck and equipment purchases made by Mamak Municipality in 2025 reveals a notable tender process.
According to publicly available tender records, EMKAR Temizlik Peyzaj Turizm Nakliye Gıda İnşaat Bilişim Taşımacılık Oto Kiralama Sanayi ve Ticaret Limited Şirketi was repeatedly awarded contracts for garbage bin purchases, maintenance and repair, and garbage truck purchases in May and June 2025.
FIRST DEAL ON MAY 29
The first transaction in the records examined was the tender numbered 2025/811510, dated May 29, 2025. The estimated cost for the purchase of 6 used hydraulic compaction garbage bins with a capacity of 15+1.5 cubic meters was calculated at 2 million 654 thousand TL.
A contract was signed with EMKAR for this work at a price of 2 million 610 thousand TL. Public tender result data shows that there was one valid bid for this transaction.
NEW PURCHASE FIVE DAYS LATER
On June 3, 2025, another tender was held, this time for the purchase of used hydraulic compaction garbage truck bins with a capacity of 15+1.5 cubic meters.
EMKAR was again the contractor for this work, numbered 2025/828557.
According to public records, a contract was signed with EMKAR on June 17, 2025, following the negotiation procedure for this work.
MAINTENANCE AND REPAIR ONE DAY LATER
In the tender records dated June 4, 2025, EMKAR's name appears in a direct procurement record concerning the maintenance and repair of garbage bins.
Thus, within a few days, the company appears consecutively in various purchases related to Mamak's garbage equipment.
EMKAR AGAIN ON JUNE 13
On June 13, 2025, a tender numbered 2025/867235 was held for the maintenance and repair of 8 garbage bins with a capacity of 15+1.5 cubic meters belonging to the municipality.
The estimated cost of the work was calculated at 2 million 560 thousand TL.
The amount of the contract signed with EMKAR was 2 million 320 thousand 190 TL.
Public result records also show one valid bid for this transaction.
LARGEST CONTRACT CAME AT END OF MONTH
On June 26, Mamak Belediye Personel Limited Şirketi went out to tender for the purchase of 5 trucks with hydraulic compaction garbage bins with a capacity of 8+1 cubic meters.
Unlike some other transactions, the tender numbered 2025/847410 was conducted using the open tender procedure within the scope of Article 19 of Public Procurement Law No. 4734.
The estimated cost of the work was calculated as 13 million 625 thousand TL.
As a result of the tender, a contract was signed with EMKAR for 12 million 170 thousand TL.

CONTRACTS WITH DETERMINED VALUES EXCEED 19 MILLION TL
The total for the examined transactions, whose contract values could be determined from public records, exceeds 19 million TL.
Another notable point is the dates of the transactions: May 29, June 3, June 4, June 13, and June 26.
All transactions carried out within approximately one month relate to garbage trucks, garbage bins, or their maintenance and repair. The same company appears in all the examined transactions.
THE NAME THAT DIDN'T CHANGE IN 29 DAYS: EMKAR
Submitting a single valid bid or the same company winning multiple contracts in short intervals is not, by itself, proof of wrongdoing. However, this situation does not eliminate the questions awaiting answers from the public: Why did five separate works related to the garbage trucks and equipment of Mamak Municipality and its affiliated units go to the same company within 29 days? Why was competition in some tenders limited to a single valid bid?
The picture revealed by public records is clear: even though the scope of the works and tender methods differed, the dates changed, and the work changed; the contractor did not. In all five works in the tender process stretching from May 29 to June 26, the same name was present: EMKAR.
