The legislative proposal submitted to the Turkish Grand National Assembly with the signatures of AK Party and MHP deputies increases the salaries of martyrs' relatives and veterans while also expanding the scope of beneficiaries eligible for rights. The regulation, aimed to be enacted this week, also includes certain retroactive rights and a base salary application.
The new law proposal submitted to the Turkish Grand National Assembly (TBMM) Presidency with the joint signature of AK Party and MHP deputies, partners of the People's Alliance, brings into effect historic regulations that relatives of martyrs and veterans have been awaiting for years. Within the scope of the regulation, salary increases are provided, and the scope of individuals eligible for benefits is also expanded.
THE PROPOSAL IS AIMED TO BE ENACTED THIS WEEK
According to the news reported by Zübeyde Yalçın from Sabah Newspaper; it is planned that the law proposal submitted to the TBMM Presidency will first be considered in the National Defense Commission and then quickly brought to the General Assembly agenda. Officials aim for the regulation to be enacted and put into effect within this week.
According to the information provided by Mustafa Işık, the President of the Turkish Disabled Veterans, Martyrs' Widows and Orphans Association, the innovations brought by the law proposal are of great importance in terms of financial and social rights.
SALARIES AND RIGHTS BROUGHT BY THE NEW REGULATION
The details determined for the updates to be made in the salaries of families of martyrs and veterans, and for the new groups included in the scope, are as follows:
- Martyrs' Mothers and Fathers -- 14,037 TL - 21,500 TL -- A guarantee is introduced that it "will not fall below the minimum wage."
- Disabled Veterans -- 58,590 TL - 86,000 TL -- A gradual increase will be applied according to the severity of the disability degree.
- Veterans Receiving Home Care Allowance -- 70,187 TL -- Current amounts have been updated and significantly increased.
- Terör Veterans Without a Degree -- 28,076 TL -- It will be given to all injured, including civilians, provided they meet the conditions.
- July 15 Veterans (Without a Degree) -- 28,076 TL -- Combatant veteran rights such as electricity-water discounts and free transportation will also be defined.
THE LAW WILL APPLY RETROACTIVELY
Another notable important article in the prepared proposal is that the law will be applied retroactively. Individuals injured in all terrorist incidents that occurred before the law entered into force are also included in the scope. Right holders will be required to apply to the institution they were affiliated with on the date of the incident within at most 1 year from the effective date of the law. For individuals whose condition related to their injury increases in later years and who are determined to have become a "disabled veteran" (gazi), their current salaries will be cut off and their transition to the disabled veteran salary, which includes higher rights, will be ensured.
BASE SALARY WILL BE APPLIED
Additionally, for the total monthly salary to be provided to non-commissioned officers, privates, security guards, students, and civilians, a legal lower limit (base salary) application will be implemented, stipulating that it cannot be less than the amount found by multiplying the 35,398 index figure by the civil servant monthly coefficient.
